  4. 2. Recognition of the Alexander High School Football Team and Joe Fernandez for their outstanding football accomplishments at Alexander High School.

Recognizing the Sisters of Mercy for their 130 years of service to the Laredo community, spearheading the development of medical services in 1894 with the founding of Laredo's first hospital on Rosario St. and continuing that legacy with the establishment of the Mercy Health Clinic in south Laredo and the Casa de Misericordia Domestic Violence Shelter and Education Center. The Sisters of Mercy embody what true service to the community means and have given their lives in service to meet the mission of their founder, Catherine McAuley. She said, "Mercy, the principal path pointed out by Jesus Christ to those who are desirous of following Him, has in all ages of the Church excited the faithful in a particular manner to instruct and comfort the sick and dying poor, as in them they regarded the person of our divine Master…". With this mission, these Sisters of Mercy have shared their great love and compassion to our own "sick and...poor" all these many years, and for that the community of Laredo is blessed and honored to call them family.

  20. VIII. COMMUNICATIONS
  21. 1. The Laredo Police Department Explorer Post 468 traveled to Corpus Christi, TX, on Saturday, November 9, for the 8th Annual John Sartain Explorer Competition. LPD's Explorer Post 468 earned 3rd place in the Felony Stop scenario and 2nd place in the Traffic Accident scenario. These scenarios are designed to simulate real-life situations, helping to prepare the explorers for future careers in law enforcement. The explorers have been training and preparing for competitions for approximately six months. Sgt. Jonathan Castillo secured 1st place in the advisor’s division physical competition for the second year in a row. Members of Explorer Post 468 include Lauro Arce, Arturo Arce, Yani Rodriguez, Brianna Robles, and Yareli Mora. The LPD Explorers Post 468, are under the direction and guidance of Police Officers Melissa Salinas, Roberto Vedia, Dora Jalomo, Jose Ceballos and Mario Gonzalez. 24-2176
  22. 2. Insurance Services Office, Inc. (ISO) conducted a survey in collaboration with the Laredo Fire Department to assess Public Protection Classification (PPC) Results. Based on the initial information collected and verified during the field survey, ISO has issued a preliminary PPC 01/1X finding. The State Fire Marshal’s Office will officially present the PPC classification to the City of Laredo. 24-2238

Information on selection of Mayor for Peru trip, paid for by U.S. Stat Department, to highlight and share binational collaboration techniques that have been successful on the Texas border in order to advance border security, international commerce and democratic policies in the region. 24-2308

  38. 1. An Ordinance of the City of Laredo, Texas repealing Ordinances 2000-O-295, 2010-O-139 and 2023-O-027 of the City of Laredo Code of Ordinances. Ordinance 2000-O-295 established the speed hump installation policy for the City of Laredo and further provided procedures and priorities for speed hump installation, removal, alteration, location, eligibility requirements and cost sharing criteria; Ordinances 2010-O-139 and 2023-O-027 amended ordinance 2000-O-295; providing for the following findings of fact: repeal of Ordinances 2000-O-295, 2010-O-139 and 2023-O-027; repealed, severability, codification and effective date, and finding proper notice and meeting. 2024-O-273

Public Hearing and Introductory Ordinance amending the City of Laredo Land Development Code, Section 24.77.1, entitled Dimensional Standards, to amend the minimum lot area requirements for "Duplex" and Appendix A, by amending "Duplex" in the list of definitions, and providing that this ordinance shall be cumulative, providing for severability clause, and providing for publication and effective date.   42. 5. Public Hearing and Introductory Ordinance authorizing the City Manager to create twenty-five police cadet full time equivalent (FTE) positions under the COPS Hiring Program (CHP). The City of Laredo was recently awarded funding from the U.S. Department of Justice, Office of Community Oriented Policing Service (COPS) Program to hire twenty-five new police officers for a period of three years. Funding is available under the Special Police Fund - COPS Hiring Program. 24-2147

Public Hearing and Introductory Ordinance of the City of Laredo, Texas, authorizing the City Manager to accept and enter into a contract from the University of Texas Health Science Center at San Antonio (UTHSCSA) through the National Institutes of Aging (NIA) for the UTHSCSA SARS Alzheimer’s Grant, amending the FY2024-2025 budget by appropriating revenues and expenditures in the amount of $224,786.00, with no match for the City of Laredo Public Health Department, and amend the FY2024-2025 full time equivalent (FTE) Position Listing by creating one Program Coordinator, 207 position and one Public Health Technician, 206 position, for the term from August 1, 2024 through July 31, 2025. Funds will be accounted for in the Laredo Public Health Department Fund - UTHSCSA SARS Alzheimer’s Grant. 24-2219

An Ordinance of the City Of Laredo Texas, amending Chapter Four “Airport”, Article I, “In General”, Section 4-14.5 “Security Fees”, of the City Of Laredo Code Of Ordinances, by updating security fees for services conducted by the Airport Security Division in an effort to offset operating costs for said services and to enhance the flow of revenue for Airport Operations; and providing for an effective date. 24-2235

Public Hearing and Introductory Ordinance authorizing the City Manager to accept a grant, approve a program, and appropriate funds from the State of Texas Office of the Governor (OOG) Public Safety Office for the FY 2025 Border Zone Fire Department (BZFD) grant and amend the FY 24-25 General Fund Budget by increasing revenues and expenses in the amount of $249,325.02 with no match. The funds will be used to purchase Fire/EMS rescue equipment for the Laredo Fire Department for the grant performance period of September 1, 2024-October 31, 2025. Public Hearing Providing community residents an opportunity to comment on the 2023-2024 Consolidated Annual Performance and Evaluation Report (CAPER) prepared by the Department of Community Development which identifies the activities undertaken by the City of Laredo and participating non-profit organizations and agencies in support of the City’s housing and non-housing strategies and the objectives outlined in the 2023 Annual Consolidated Plan. 24-2184

  50. 11. Authorizing the City Manager to execute a lease agreement between the City of Laredo and the Laredo Little Theater for a property located at 4802 Thomas Avenue, constituting of approximately 5,801 square feet of building space. Lease term shall be for five years commencing on the date of execution. Tenant is hereby granted two options to extend this lease for an additional five years per option upon mutual written agreement between both parties. The monthly rent shall be $900.00 and will be adjusted annually according to changes in the Consumer Price Index (CPI); providing for severability; and providing for an effective date. 24-2037

  52. 13. Authorizing the City Manager to amend the City of Laredo FY2024-25 Max A. Mandel Municipal Golf Course budget by appropriating revenues and expenditures in the amount of $1,156,663.20 which includes base payment of $1,019,807.75 plus interest of $136,855.45. Funding is available in the Max Mandel Golf Course Fund. The funds will be used for the lease purchase contract of the mowing equipment necessary to maintain the golf course. 24-2232

An Ordinance authorizing the City Manager to execute an airline lease agreement between the City of Laredo and Aerotransportes Rafilher S.A. de C.V., d/b/a Aerus, San Luis Potosi, México, for exclusive use space and joint use space located at 5210 Bob Bullock Loop at the Laredo International Airport terminal building, to conduct commercial air transportation services. The proposed lease term is for one year commencing on November 1, 2024 and ending on October 31, 2025, with an option to renew for one additional year. As an incentive for new air service, the city agrees to waive 100% of the airline’s rent, landing fees, and FIS fee obligations for the first 12 consecutive months of the airline’s flights to the Laredo International Airport. 2024-O-272

Consideration to purchase two 2025 Ford Police Interceptor SUV’s in the amount of $123,969.50 from Silsbee Ford, Silsbee, TX and one 2025 Toyota Highlander in the amount of $42,690.00 from Silsbee Toyota, Inc., Silsbee, TX for a total amount of $166,659.50 through TIPS USA Contract No. 210907. Funding is available in the Laredo International Airport Operations Fund. 24-2200
  75. 33. Consideration to enter into a service agreement with HI-LITE Airfield Services, LLC, Adams Center, NY, for a cumulative amount of $55,720.00 for the Laredo International Airport. Services rendered included water blasting rubber without chemicals, mobilization, and rubber removal-crew/equipment; services are obtained using Sourcewell Cooperative Contract #110122-HLA (Exp. 01/13/2027). Funding for this contract is available in the Laredo International Airport Fund. 24-2201

Consideration to approve contract renewal of FY22-082 with Vector Airport Systems, Herndon, VA in an amount not to exceed $150,000.00 per year which includes percentage range (4% to 17%), charted at the point of billing all aircraft landing fees for Flight Tracking/Automatic Billing System. The term of this contract shall be for a period of one year and is contingent upon the availability of appropriated funds. This contract can be renewed four additional one year extensions, upon mutual agreement of the parties. Funding is available in the Laredo International Airport Fund. 24-2202

Authorizing the City Manager to execute a lease agreement between the City of Laredo and the Adex Trading, Inc., for a property located at 2015 Pappas, constituting of approximately 97,183 square feet of land, including approximately 28,366 square feet of building space known as Building No. 1315. Lease term shall be for five years commencing on the date of execution. Tenant is hereby granted two options to extend this lease for an additional five years per option upon mutual written agreement between both parties. commencing on January 1, 2025 with four options, each equal to five years, upon mutual agreement of the parties. The monthly rent shall be $6,973.00 and will be adjusted annually according to changes in the Consumer Price Index (CPI); providing for severability; and providing for an effective date. 24-2224

Consideration to renew service contract agreement FY24-027 to Ruby’s Air Conditioning, Inc., Laredo, Texas for HVAC Maintenance & Repairs for the Laredo Bridge System in an annual amount of $45,000.00 for a total contract value amount of $135,000.00. Contract was awarded to vendor on January 12, 2024. This award provided for the possible extension of this contract for two additional, one-year term periods upon mutual agreement of both parties. This is the first extension of two. Funding is available in the Laredo Bridge System Funds. 24-2203

A resolution of the City Council of the City of Laredo, Texas amending the Citizen Participation Plan required by the U.S. Department of Housing and Urban Development (HUD) in the administration of federal funds. This amendment will include additional grant received HOME American Rescue Plan (HOME-ARP) and an increase to threshold that trigger a substantial amendment from $500,000 to $750,000. These amendments will include HOME-ARP grant and increase to threshold transfer amount when a change of the scope of an activity. 2024-R-354

Consideration to renew service contract agreement FY23-066 to Sanders/Wingo, for contract services to include design, public relations, account management, content & creative, media planning & placement, digital activation, production management, video production for the US. Campaign in an annual amount of $379,000.00. This award provided for the possible extension of this contract for two additional, one-year term periods upon mutual agreement of both parties. This is the first extension of two extension periods. Funding is available in the Convention and Visitors Bureau Department. 24-2231

The construction contract time for the project is 190 working days. Funding is available in the 2023 and the 2024 Certificate of Obligation Bond. 1. Consideration for approval of FY24-ENG-71 Inner City Park Pool Concrete Columns Repairs - District IV Project as complete, including all warranty certificates and final payment in the amount of $98,000.00 to Epoxy Design Systems, Inc., Houston, Texas, and approval of change order No. 1 for a decrease of $5,000.00. The final construction contract amount including this change order is $98,000.00. Funding is available in the 2023 Certificate of Obligation Bond. 24-2028

These regulations apply to anyone producing, delivery, or using RNG at a CNG station, and are creating additional roles and responsibilities throughout the RIN lifecycle (Biogas Producer > RNG Producer > RIN Owner > RIN Separator). Essentially, EPA is trying to get all parties in the RNG value chain to take on a more active role in the RFS program.
