  40. 9. Authorizing the City Manager to execute legal documents conveying to AEP Texas Inc., two, 5x30 foot long anchor easements. The estimated land value for these easements is a total of $156.00. The City of Laredo is the current owner of the parcels. Said easements lie wholly within a portion of 106.8704 acres of land, more or less Abstract 296, Porcion 32 A Trevino Original Grantee and being out of Lot 1, Block 1 of the Landfill. More particularly described by Exhibit “A” attached hereto and made part of; providing for an effective date. 2024-O-076

An Ordinance amending Ordinance Number 2021-O-096, authorizing the City Manager to amend lease agreement between the City of Laredo, as LESSOR, and City of Laredo Health Department, as LESSEE, approved by Ordinance No. 2021-O-096 dated April 19, 2021, by amending Section 2.01(C.), Commencement of Term, by extending the renewal option terms from two one-year renewal option periods to two three-year renewal option periods, to end the first renewal option period on April 30, 2027. An Ordinance Authorizing the City Manager to amend the budget and appropriate the award of an annual allocation from the Office of the State Comptroller’s Law Enforcement Education Funds Program for a total amount of $3,049.00 to the Laredo International Airport Fund. This funding will be used for the purpose of funding expenses related to the continuing education of full-time officers and law enforcement support at the Laredo International Airport. An Ordinance authorizing the City Manager to amend the budget and appropriate $52,579.00 to the FY23-24 Laredo International Airport Budget for funding the FY 2024 Operation Stonegarden Grant (OPSG). Funds are being awarded by the Office of the Governor’s Homeland Security Grants Division (HSGD). This funding will be used for overtime and fringe benefit expenses used for Stonegarden Operations by Airport Law Enforcement. No local match is required. 2024-O-054

Consideration to award contract FY24-031 to ADS Comunicaciٴón, San Nicolas de la Garza, NL Mexico, in an amount up to $85,000.00 per year to provide appropriate statewide, national, and international communication & marketing services for the Laredo International Airport. The term of this contract is for one year with an option to renew two additional, one-year terms contingent upon mutual agreement and availability of funds. Funding is available in the City of Laredo International Airport Operations Fund. 24-0780

Consideration for approval of Flores Avenue Drainage & Utility Improvements - Phase II as complete, approval of change order #2, a total decrease in contract amount of $38,553.00, release of retainage, and approval of final payment in the amount of $168,999.38 to Azar Services, LLC., Laredo, Texas. The final construction contract amount is $1,659,091.00. Funding is available in the Environmental Services- 2016 Environmental Certificate of Obligation Bond, Waterworks Fund- 2016 Water Revenue Bond and Sewer Fund- 2017 Sewer Revenue Bond. 24-0529

Consideration for approval of the selection of the top ranked consultant for RFQ FY24-ENG-12 Buena Vista Fire Station No. 16 & Future Fire Station No. 17, and authorizing the City Manager to negotiate a professional services contract. A total of seven firms responded to the request for qualifications on or before January 18, 2024. The top three consultants below prepared presentations before the evaluation committee on February 22, 2024. 1. Brown Reynolds Watford Architects, Inc., College Station, Texas 2. DeMunbrun Scarnato Associates, Inc., San Antonio, Texas 3. Sepulveda Associates Architects, Inc., Laredo, Texas The evaluation committee recommends the selection of Brown Reynolds Watford Architects, Inc., College Station, Texas in association with Gessner Engineering, Bryan, Texas, KCI Technologies, Inc., Laredo, Texas and DBR Engineering Consultants, Inc., Laredo, Texas. There is no financial impact at this time. 24-0534
  58. 22. Consideration for approval of the selection of the top ranked consultants for RFQ FY23-ENG-25 general structural engineering consultant services for existing buildings, facilities, structures, other amenities and proposed construction projects FY2023 - FY2026, and authorizing the City Manager to negotiate professional service contracts for each respective project assigned on a rotation basis. Three firms responded to the request for qualifications on or before Thursday, June 1, 2023, at 4:00 p.m. The evaluation committee recommends the selection of the following consultants based on the final rankings below: 1. Synergy Structural Engineering, INC., Laredo, Texas. 2. LNV, LLC; Laredo, Texas. 3. Amtech Solutions Inc.; McAllen, Texas. Consultant work performance of services will be monitored in accordance with the established guidelines and any deficiencies may result in removal from the rotation list. Funding will not exceed $50,000.00 per project, per vendor, in the respective budget account unless otherwise authorized by City Council. There is no financial impact at this time. 24-0560

Consideration for approval of FY24-ENG-04 Winfield Parkway Speed Tables - District VI as complete, approval of change order #1 a total increase in contract amount of $17,790.84 release of retainage, and approval of final payment in the amount of $40,820.34 to ALC Construction Co., Inc., Laredo, Texas. The final construction contract amount is $158,085.84. Funding is available in the 2019 and 2022 CO Bond - District VI Priority Fund. 24-0805

  61. 24. Consideration to award contract FY24-050 for safety footwear for City of Laredo employees in the annual amount of $150,000.00 to the following low bidders: • Jonah’s Enterprises, Brooklyn, NY, in an amount not to exceed $60,000.00; • Cavender’s Boot City, Tyler, TX, in an amount not to exceed $90,000.00. This safety footwear contract complies with the OSHA approved specifications provided by Risk Management Division. The term of this contract shall be for one year, subject to future appropriations; this contract may be extended three additional one year periods, upon mutual agreement of the parties. Funding for this contract is available in the respective City departments' operational budgets. 24-0609
  62. 25. Consideration to renew annual supply contract FY22-045 with the following vendors: 1. Fastenal Company, Laredo, Texas, in an amount not to exceed $100,000.00; 2. Eagle Supply, Laredo, Texas, in an amount not to exceed $100,000.00; 3. South Texas Specialties, Laredo, Texas, in an amount not to exceed $100,000.00. in a total amount of up to $300,000.00 annually for providing general safety supplies to all City departments. This contract establishes discount percentage pricing for those safety supplies most commonly utilized by City departments. Dooley Tackeberry did not respond to the renewal notice. The term of this contract shall be for a period of one year beginning as of the date of its execution and is contingent upon the availability of appropriated funds. There was no price increase during the last extension period. This contract may be extended for two, additional one-year periods, upon mutual agreement of the parties. All items will be purchased on an as-needed basis and funding will be secured from the user departmental budgets. 24-0721

Authorizing the City Manager to submit a grant application to the Substance Abuse and Mental Health Services Administration for the First Responders-Comprehensive Addiction and Recovery Act (FR-CARA) in the amount of $2,501,452.36 for a total of four (4) years. There is no cost-sharing/match requirement for FR-CARA program. This notice of funding opportunity is on a reimbursement basis. The grant will be accounted for in the Special Fire Grants Fund. 2024-R-129
  65. 27. Authorizing the ratification of the City Manager to submit a grant application in the estimated amount of $11,806,363.26 to the Federal Emergency Management Agency (FEMA) for the Staffing for Adequate Fire and Emergency Response (SAFER) Program. If awarded, the City of Laredo will utilize this funding to hire 38 new additional firefighters for a period of three years. There is no cost share or match requirement for the FY 2024-2025 SAFER Program. The grant will be accounted for in the Special Fire Grants Fund. 2024-R-135

  67. 28. Consideration to renew service contract FY21-067 with Gutierrez Machine Shop, Laredo, Texas in an amount up to $75,000.00 for professional metal and aluminum welding repair and fabrication services for the Fleet Department. The services requested include repair and fabrication services such as the installation, alteration, repair, relocation, and replacement of equipment parts on the City's vehicles and heavy-duty equipment. The term of this contract shall be for a period of one year beginning as of the date of its execution and is contingent upon the availability of appropriated funds. There was no price increase during the last extension period. This is the last extension period for this contract. Funding is available in the Fleet Management Fund. 24-0696

Consideration to renew annual contract FY23-038 for the purchase of Original Equipment Manufacturer (OEM) parts/service for the City’s Case/John Deere equipment with the following vendors: 1. Nueces Power Equipment, Corpus Christi, Texas, in an amount up to $600,000.00; 2. RDO Equipment, Laredo, Texas, in an amount up to $600,000.00. All parts and services will be secured on an as needed basis. The term of this contract shall be for a period of one year beginning as of the date of its execution and is contingent upon the availability of appropriated funds. Nueces Power Equipment submitted no price increase during the last extension period. RDO has submitted a 7% proposed price increase due to an increase in labor costs. This contract can be renewed two (2) additional one-year extensions upon mutual agreement of the parties. Funding is available in the Fleet Management Fund. 24-0716

Consideration to award contract FY24-053 to the sole bidder Cabello Recovery and Auction Services, Laredo, TX in the annual amount of $200,000.00 for towing services for non-police city owned vehicles. The term of this contract shall be for a period of two years beginning the date of its execution. This contract may be extended one additional two year period, upon mutual agreement of the parties. All services will be secured on an as needed basis. Funding for this contract is available in the Fleet Management Fund. 24-0813

Authorizing the City Manager to submit a grant application to the Centers for Disease Control and Prevention (CDC) Expanding the National Approach to Chronic Disease Education and Awareness Grant in the estimated amount of $325,000.00, with no match for the City of Laredo Public Health Department for the term period from September 1, 2024 through August 31, 2025 with up to two, one-year renewals through August 31, 2027, for a total grant award of up to $975,000.00, and further authorizing the City Manager to execute all documents resulting from the award of this grant. Any funding as a result of this application will be appropriated in the Expanding the National Approach to Chronic Disease Education and Awareness Grant - Public Health Department fund. 2024-R-141

Authorizing the City Manager to submit a grant application to the U.S. Department of Health and Human Services (HHS) Community Level Innovations for Improving Health Outcomes in the estimated amount of $500,000.00, with no match for the City of Laredo Public Health Department for the term period from August 1, 2024 through July 31, 2025 with up to three, one-year renewals through July 31, 2028, for a total grant award of up to $2,000,000.00, and further authorizing the City Manager to execute all documents resulting from the award of this grant. Any funding as a result of this application will be appropriated in the Community Level Innovations for Improving Health Outcomes Grant - Public Health Department Fund. 2024-R-137

Consideration for the approval of the purchase of data and electrical upgrades from LED Electric and Lighting Contractors in the amount of $69,575.00 needed for the Public Health Department network systems to provide independent support connections. Consideration to award contract FY24-059 to the lowest responsive, responsible bidder M & V Heavy Equipment Services, Laredo, TX as the primary vendor in the amount not to exceed $382,700.00 for the purchase and hauling services of approximately 86,000 tons of earthen soils for Solid Waste Department project. In case the primary vendor is not able to deliver dirt and/or provide services based on the specific timeline determined by Landfill, which may affect daily operations, the department will call and select the secondary vendor, Double D Trucking, Laredo, TX, to supply dirt and service to continue fully operating. The term of this contract shall be for a period of the Landfill Project until its completion. Funding is available in the Solid Waste Fund 2022 Certificate of Obligation Bond. Recognizing Pete Mims a successful business owner, chef and TV personality who has been on four nationally recognized programs, including Emmy award winning show “A Taste of History” with Chef Walter Staib. Mr. Mims was also on “Bizarre Foods” with Andrew Zimmern which portrayed him cooking barbacoa in the ground and javalina in a Dutch kitchen. Mr. Mims was also featured in “The Tex Mex Republic” featured on Amazon Prime and was filmed in Laredo with Dr. Jerry Thompson, Regents and Piper Professor of History at Texas A&M International University. Mr. Mims also received a Telly Award for the episode “Revolutionary Cattle Drive” which was filmed on a ranch outside Laredo and is also available on Amazon Prime. Finally, Mr. Mims has a new show coming out in the summer of 2024 that was filmed in Port Aransas, TX where he will be cooking fresh seafood caught that day. We are proud of Mr. Mims’ accomplishments and look forward to future success and for continuing to make Laredo proud. 24-C-083
