Ordinance of the City Council of the City of Laredo, Texas finding that a 60-foot right-of-way (ROW), legally described as 0.7079 acres more or less, out of Moreno Share 7 tract in Porcion 30, Abstract 469, Webb County, Texas as depicted as Tract 1 in Exhibit A is no longer necessary or beneficial for public use. This segment of Andy Ramos Rd, originally donated and designated as a public ROW, has become obsolete and causes traffic confusion due to its dead end configuration. Authorizing the closing, vacating and abandoning of Andy Ramos Rd which will revert back to the abutting owners, Killam Oil Co. Historic District Landmark Board failed to establish quorum on June 12, 2025 (Regular Meeting), June 25, 2025 (Special Meeting), and July 10, 2025 (Regular Meeting), therefore, the item is being presented for Council consideration pursuant to Municipal Code of Ordinances Section 2-156, which states, "To the extent permitted by law, if a committee is unable to establish a quorum for a regularly scheduled meeting, the city manager may bypass the committee and place any item on the committee's agenda for that meeting on the next regularly scheduled city council meeting."   37. 7. An Ordinance ratifying the authority of the City Manager, or designee, to execute all necessary documents granting two easements to AEP, Texas, Inc. (AEP). The easements are described as follows: Easement (1) a 0.03-acre tract with an estimated Intangible asset value at $3,137.00 and Easement (2) a 0.34-acre tract with an estimated Intangible asset value at $35,545.00. Both easements are located over and across Lot 1, Block 1 Avanti Legacy Rosewood Plat recorded in Volume 42, Page 72, Webb County, Texas as depicted in Exhibit A, B and C attached and made part herein. 2025-O-142

An Ordinance of the City of Laredo amending Ordinance No. 2016-O-133 to (1) revise the stated purpose of the conveyance of City-Owned property to Laredo-Webb Neighborhood Housing Services, Inc. D/B/A NeighborWorks Laredo from “supporting the creation of affordable rental housing for veterans, elderly and multifamily households in the community” to “supporting the creation of affordable housing in the community”, and (2) to amend the project unit count from forty to twenty-four units, and (3) to provide for a waiver to Laredo-Webb Neighborhood Housing Services, Inc. An Ordinance authorizing the City Manager to grant a non-exclusive franchise to Dumpster Rescue LLC to use the present and future streets, avenues, alleys, roads, highways, sideways, easements and other public rights-of-way of the City of Laredo, Texas for purpose of constructing, maintaining and operating a commercial container refuse gathering and disposing service, setting forth terms and conditions to govern the franchise; Providing a severability clause, a savings clause and an effective date. An Ordinance authorizing the City Manager to execute a lease agreement with Laredo Center for Urban Agriculture and Sustainability (LCUAS), only for the Garden Grounds of the “Canseco House”, excluding the house and storage room on 1415 Chihuahua St., in the City of Laredo, Webb County, Texas. The new lease terms will be of three years with an annual rate set and agreed by both parties at one dollar per year. 2025-O-131

An Ordinance authorizing the City Manager to amend the FY 2024-2025 of Community Development Department budget by increasing revenues and expenditures by $6,288.00 in order to appropriate the additional HOME Investment Partnerships American Rescue Plan (HOME-ARP) funds from the U.S. Department of Housing and Urban Development (HUD) and to ratify the authorization of the City Manager to execute any documents needed due to these additional funds. the city was notified of these additional funds on May 28, 2025 and were identified by HUD after they conducted their internal quality control check. 2025-O-124

Final Reading of Ordinance of the City of Laredo, Texas, amending the City of Laredo’s FY 2024-2025 annual budget by appropriating revenues and expenditures in the estimated amount of $274,064.00 in the 2015 Certificate of Obligation Bond. The interest earnings being appropriated are for the purchase of property located in the city’s downtown area and for allowable expenses under the 2015-O-117 ordinance. Funding is available in the 2015 Certificate of Obligation Bond. 2025-O-115

Authorizing the City Manager to amend the City of Laredo FY2024-2025 Buena Vista Complex Fund Full Time Equivalent (FTE) Position Listing by creating eighteen point eight (18.8) new positions, one (1) Superintendent, one (1) Finance/Sales Manager, one (1) Facilities/Operations Manager, one (1) Facilities Maintenance Supervisor, one (1) Marketing/Business Development Supervisor, three (3) Administrative Assistants, six (6) Groundskeepers and Facility Maintenance Workers and four point eight (4.8) Maintenance and Events Workers and amending the FY 24-25 approved budget by appropriating $500,000.00 of revenues and expenditures for the remaining FY 24-25. A Resolution of the City Council for the City of Laredo, Texas approving a license agreement between the City of Laredo – Bridge System and the Texas Department of Transportation (TXDOT) for the purpose of installing/mounting of sensors at specified locations on all (4) International bridges to monitor commercial and private traffic, implement its Border Wait Time Measurement System (BWTMS) at Texas land ports of entry, and authorizing the City Manager to execute all relevant documents, and any other matters incident thereto; providing for severability; and providing for an effective date. This license is being granted without monetary cost or monetary compensation to the City of Laredo and the Laredo Bridge System. A Resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager to submit the 2025-2029 Five Year Consolidated Plan, and its 2025-2026 One Year Action Plan to U.S. Department of Housing and Urban Development (HUD). The City anticipates receiving $2,859.543.00 in the 51st Action Year Community Development Block Grant (CDBG) funds, $946,902.88 through the HOME Investment Partnerships Program, and $266,495.00 through the Emergency Solutions Grant (ESG). An additional $80,000.00 is anticipated to be received in Housing Rehabilitation Revolving Loan Funds, and $125,000.00 in HOME program income. Also authorizing the City Manager to execute all documents as a result of the plan’s submission. Consideration to award contract FY25-063 to Midas Contractors LLC, Laredo, Texas in an annual amount of $65,000.00 for a total contract value of $260,000.00 for providing plumbing maintenance and repairs services for City owned Municipal Housing and Noise Abatement properties on an "as needed basis". The term of this contract shall be for a period of two years beginning the date of execution with a one additional two year extension period upon mutual agreement of the parties. All services will be secured on an as needed basis. Funding for this contract is available in the Municipal Housing and Noise Abatement Funds. 25-1248

Contract services include data hosting, data inputs from a variety of sources, including lodging, analyzed and reported through a dashboard. The term of contract is for a year period with two additional one-year extension periods upon mutual agreement of the Parties. This is the first extension.
