Public Hearing and consideration of a motion to consider exterior alterations of the front facade, which includes the addition of three (3) roll up security metal doors on the south 53.1 feet of Lot 5, Block 41, Western Division, located at 1110 Lincoln Street. This property is within the Old Mercado Historic District. Historic District Landmark Board failed to establish quorum on June 12, 2025 (Regular Meeting), June 25, 2025 (Special Meeting), and July 10, 2025 (Regular Meeting), therefore, the item is being presented for Council consideration pursuant to Municipal Code of Ordinances Section 2-156, which states, "To the extent permitted by law, if a committee is unable to establish a quorum for a regularly scheduled meeting, the city manager may bypass the committee and place any item on the committee's agenda for that meeting on the next regularly scheduled city council meeting."
