Discussion with possible action to consider directing management to pursue a Memorandum of Understanding (MOU) with the railroad company to minimize or eliminate the blocking of intersections during peak traffic hours with the goal of improving traffic flow, public safety, and emergency response access, particularly during high-congestion times, and any other matters incident thereto.
