A Public Hearing and Introductory Ordinance of the City of Laredo, Texas, authorizing the City Manager to amend the budget for the FY2026 Laredo Police HIDTA Task Force and the Rio Grande Valley (RGV) HIDTA Task Force by reducing revenues and expenditures in the amount of $194,769.00 in the 2026 award due to deobligation from the agency. Both grants are funded by the Executive Office of the President, Office of National Drug Control Policy (ONDCP) and High Intensity Drug Trafficking Area (HIDTA). Funding was authorized for personnel salaries, fringe benefits, overtime, travel, and operating expenses from January 1, 2026 through December 31, 2027. Funding is available in the Financial Task Force Fund. 26-1794
  22. 22 Public Hearing and Introductory Ordinance authorizing the City Manager to accept the American Conversation Curator Project Grant, in the estimated total amount of $600.00 per six (6) month term, from September 3, 2026, through February 3, 2027, with no match for the City of Laredo Public Library Department; and to amend the general fund budget by appropriating revenues and expenditures in the amount of $600.00; and further authorizing the City Manager to execute all documents resulting from the award of this grant. Any funding as a result of this application will be appropriated in the Laredo Public Library Department - General Fund. 26-1863
  23. 24 Public hearing and introductory ordinance authorizing the City Manager to amend the Laredo International Airport’s FY 2026-2027 annual budget by appropriating revenues and expenditures in the amount of $63,875.00 for the Transportation Security Administration (TSA) Law Enforcement Officer Reimbursement Program (LEORP). The award granted to the Laredo International Airport shall be used to deploy sufficient LEOs in support of passenger screening activities at the checkpoint to ensure the safety of passengers and to counter the risks to transportation security. No local match is required; providing for severability; and providing for an effective date. 26-1974
  24. 25 Public hearing and discussion of an ordinance concerning a voluntary annexation request by Jose Edmundo Ramirez, Jr., on behalf of Consolidated Towne East Holdings, Ltd., altering and extending the boundary limits of the City of Laredo to annex approximately 17.68-acres, more or less, tract of land located north of State Highway 359 and east of Serrano Road; providing for the effective date of the ordinance; authorizing the City Manager to execute a contract adopting a service plan for the annexed territory; and establishing the initial zoning of B-3 (High Commercial District) for approximately 3.03 acres of land, more or less, and R-1B (Single-Family High-Density District) for approximately 14.65 acres of land, more or less, as described by metes and bounds in the attached Exhibit A. The Planning and Zoning Commission recommended approval of the proposed annexation and the initial zoning of R-1B (Single Family High-Density District) and B-3 (Community Business District), as amended by the petitioner from the originally requested B-4 (Highway Commercial District). Consideration to authorize the City Manager to execute the First Amendment to the Memorandum of Understanding between the City of Laredo and Webb County Drainage District No. 1 regarding access and maintenance of drainage facilities, to add fourteen (14) additional maintenance areas and establish provisions for cost sharing for emergency and extraordinary repairs. Consideration for approval of the selection of consultants for RFQ FY26-ENG-55, General American with Disabilities Act Compliance Services for Existing Buildings, Facilities, Other Amenities, and Proposed Construction Projects; and authorizing the City Manager to negotiate professional services agreements with the selected consultants for projects assigned on a rotation basis. The rotation list shall be effective for an initial term of two (2) years, with one (1) option to renew for an additional two (2) years, for a total term not to exceed four (4) years, beginning October 1, 2026, and ending September 30, 2030. Individual professional services agreements will be issued on a per-project basis, subject to available funding, with the scope, term, and compensation established for each respective project. Three (3) firms responded to the Request for Qualifications on or before Thursday, August 20, 2026, at 4:00 PM. The evaluation committee recommends the selection of the following consultants based on the final rankings below: 1. Slay Architecture Co., Inc., Laredo, Texas 2. Design Group International, Laredo, Texas 3. Davis Tobias Architecture & Planning, San Antonio, Texas Funding shall not exceed $100,000.00 per project assignment and shall be subject to available funding in the respective budget account, unless otherwise authorized by City Council. There is no financial impact at this time. Consultant performance will be monitored in accordance with established guidelines. Dry Cleaning La Central Tintoreria - Laredo, Texas Prestige Dry Cleaning - Laredo, Texas This is a laundry and dry-cleaning services contract for police uniforms and non-uniforms; in accordance to the provisions of the collective bargaining agreement. The term of this contract is for a period of one-year subject to future appropriations; contract may be extended for two additional one-year periods, upon mutual agreement of the parties.   44. 59 Authorizing the City Manager to enter into a Memorandum of Understanding (MOU) between SoundThinking, Inc. and the Laredo Police Department for access and use of SoundThinking’s CrimeTracer Subscription Services platform (CrimeTracer). CrimeTracer enables authorized law-enforcement personnel to search, analyze and share Criminal Justice Information (CJI) and other law-enforcement records for authorized purposes in accordance with FBI and Criminal Justice Information Security (CJIS) policy. CrimeTracer access and use by the Laredo Police Department is available free of charge via Texas Anti-Gang Center funding provided by the Office of the Governor’s Public Safety Office. 26-1927
