The team defeated Mid Atlantic in the final, placing first among 16 teams. Prior to that, they earned first place at the Sectionals Tournament in Dallas, Texas, competing against 14 teams. Their greatest accomplishment is remaining undefeated throughout the entire year. REC-31 no action taken

The term of this contract shall be for a three year term, and may be extended for two additional one year periods at the discretion of the Airport Director. Consideration to approve the purchase of two 2024 Chevrolet Express Cargo Vans from Lake Country Chevrolet, Jaspar Texas, in the amount of $88,466.50 through The Interlocal Purchasing System (TIPS), Contract No. 240901. New vehicles shall replace Units #8242 (van) and #8243 (van), both of which have reached their useful life. Vehicles shall be assigned to the Laredo International Airport Building Maintenance Division. Funding is available in the Laredo International Airport Operations Fund. 25-2045

Consideration for approval of FY24-ENG-19 CDBG Poggenpohl Street Sidewalk Project as complete, including all warranty certificates, release of retainage, and final payment in the amount of $17,016.00 to Capstone Industrial Services, LLC, Lake Jackson, Texas and approval of change order no. 1 in an increase of $4,222.00. The final construction contract amount is $132,162.00. Funding is available in the Community Development Fund, 2022 and 2024 Certificate of Obligations Bonds. 25-1799

Consideration for approval of change order no. 1, a decrease of $287,039.98 to the construction contract with REIM Construction, Inc., Mission, Texas, for the Laredo International Airport Construction of Taxiways J1 and J2. Change Order 1 consists of the reconciliation of quantities for quantities in place, credit for cement treated base pavement section layer to remain in place, and the reduction for P-501 concrete PWL. Construction contract amount including this change order is $8,755,562.02. Funding is available in the Laredo International Airport Fund. 25-2053

Consideration to approve a contract with Galls LLC, Lexington, KY, in an amount not to exceed $270,000.00 for the purchase of fire department uniforms utilizing Buyboard Cooperative Contract 773-25. The term of this contract is for one year. Funding is available in the General Fund. 25-2012
  48. 28. A Resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager to ratify the acceptance of a grant in the amount of $250,000.00 from the Office of the Governor (OOG), Public Safety Office, for the FY 2026 Border Zone Fire Department (BZFD) grant, with no city match requirement. The grant performance period is from September 1, 2025, through October 31, 2026. The grant funding will be used to purchase fire/EMS rescue equipment for the Laredo Fire Department. Funding will be available in the Special Fire Grants Fund. 2025-R-289
  49. 29. Consideration to approve the Psychological Services Agreement with Dr. Gina Dunckel, Psy.D., P.L.L.C., for a total of $69,750.00 to provide peer support consultation services, including review of peer support protocols, psychoeducation and presentation programs tailored to the request of the department and the peer support team, and after action sessions for fire personnel. This service is part of the Laredo Fire Department Health & Wellness Initiative for firefighters. Funding is available in the General Fund - Fire Department. 25-2061

  51. 30. Consideration to renew annual supply contracts FY24-114 for the purchase of police and passenger car tires with the following vendors: 1. Section I: The Goodyear Tire & Rubber Company, Akron, Ohio, in an annual amount up to $100,000.00 and $200,000.00 for the remainder of the contract term; 2. Section I: Southern Tire Mart, Columbia, Missouri in an annual amount up to $90,000.00 and $180,000.00 for the remainder of the contract term; 3. Section II: Southern Tire Mart, Columbia, Missouri in an annual amount up to $70,000.00 and $140,000.00 for the remainder of the contract term; 4. Section II: Toro Automotive, Laredo, Texas in an annual amount up to $70,000.00 and $140,000.00 for the remainder of the contract term; All tires are secured on an as needed basis. The term of this contract shall be for a period of one year beginning as of the date of its execution and is contingent upon the availability of appropriated funds. Southern Tire Mart is proposing a price increase of 9% and The Goodyear Tire Rubber and company is proposing a .5% increase due to an increase in the costs of raw materials and logistics. This contract may be extended two additional one-year periods, upon mutual agreement of the parties. Funding is available in the Fleet Management Fund. 25-1957

A Resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager to accept and enter into a contract amendment from the Women’s Health and Family Planning Association of Texas (WHFPT) d.b.a. Every Body Texas, WHFPT Title X Project Grant in the additional amount of $67,325.00, with no match for the City of Laredo Public Health Department for a total amount of $123,539.00 for the term period from April 1st, 2025 through March 31st, 2026. Funds will be accounted for in the Laredo Public Health Department Fund - WHFPT Title X Project Grant - 2025-R-286

Consideration for approval of a continuation contract with MP Cloud Technologies in the amount not to exceed $250,000.00 for a thirty-six month term, subscription service fee of $6,810.83 per month for the term commencing on October 1st, 2025, to provide a management platform for billing and claims processing for the City of Laredo Public Health Department Emergency Medical Services (EMS) Billing Division, for the term period from October 1st, 2025 through September 30th, 2028.   59. 35. Motion to rescind purchase with Brinc Drones and consideration to authorize a purchase contract with Axon Enterprise, Inc., Scottsdale, Arizona for a five-year term contract in the total amount of $3,446,031.07 for the purchase of drones. Brinc has been slow to roll out all the drone stations initially ordered, therefore the purchase contract will need to be cancelled. Funding is available in the Auto Theft Task Force Fund. 25-1623 approve as amended Pass
  60. 36. A Resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager to ratify the acceptance of a grant in the amount of $597,254.85 from the Office of the Governor’s Homeland Security Grants Division to fund the 2026 Operation Lone Star (OLS) Grant Program. Funding will be used to pay for overtime and purchase equipment in an effort to reduce border-related criminal activity in Texas. This grant does not require matching funds. Grant is accounted for in the Special Police Fund. 2025-R-279

A Resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager to ratify the acceptance of a grant in the amount of $27,803.85 from the Office of the Governor, Public Safety Office, Criminal Justice Division for the FY2026 First Responder Mental Health Grant, Peer Support Program. The grant performance period will be October 1st, 2025 through September 30th, 2026. The Laredo Police Department will utilize this funding to obtain a professional service contract for Clinical Advisory for Trauma and Work-Related Counseling, training, and outreach supplies for the sustainment of the LPD Peer Support Program. The City of Laredo will be responsible for the required match of $6,950.97, from General Fund, for a total project amount of $34,754.82. Funding is available in the Special Police Fund. 2025-R-282

A Resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager to ratify the acceptance of a grant in the amount of $58,451.25 from the Office of the Governor, Criminal Justice Division, for the funding of the FY2026 Body-Worn Camera Grant Program. The grant performance period is from October 1st, 2025 through September 30th, 2026. This grant program is to aid municipal police departments in establishing or enhancing body-worn camera (BWC) programs. The City of Laredo will be responsible for the required match of $19,483.75, from General Fund, for a total project amount of $77,935.00. Funding is available in the Special Police Fund. 2025-R-283

A Resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager to ratify the acceptance of a grant in the amount of $11,116.29 from the Office of Governor, Public Safety Office, Criminal Justice Division for the funding of FY2026 Criminal Justice Grant Program- Laredo Police Department (LPD) Mental Health/Crisis Intervention Unit for the period of October 1st, 2025 through September 30th, 2026. This funding will be utilized for overtime and training to the LPD Mental Health/Crisis Intervention Unit. No local match is required. Funding is available in the Special Police Fund. 2025-R-285

Authorizing the City Manager to award contract FY25-088 to the lowest bidder, HDL Construction, LLC., for the gym remodel project at the Laredo Police Department Headquarters in the amount of $250,000.00. Funding for this project is available in the Capital Improvement Fund, 2015 Certificate of Obligation Bond, 2017 Certificate of Obligation Bond, 2018 Certificate of Obligation Bond, 2019 Certificate of Obligation Bond, 2021A Certificate of Obligation Bond, 2022 Certificate of Obligation Bond, 2023 Certificate of Obligation Bond. 25-2129

Consideration to authorize the purchase for waste and recyclable carts and for future expenses of additional carts, lids and accessories to Toter Inc., Statesville, North Carolina not to exceed the annual amount of $600,000.00 This purchase is utilizing the Omnia Cooperative Purchasing Contract 226024-2. This contract is subject to future appropriations and shall be for two years upon execution. These waste containers are designed for household garbage and can be used with both semi-automated and automated systems. Solid Waste Department will make a purchase of 8,820 (96 gallon) garbage/refuse carts. Funding is available in the Solid Waste Operations Fund. 25-2006

  68. 42. Authorizing the City Manager to ratify a purchase order in the amount of $515,000.00 to SAL Construction Management for an emergency contract. This contract was necessary to repair a 36-inch sewer line break that occurred on September 26, 2025 and to replace 2 existing Manhole repairs. The emergency work ensured continuous sewer service to the South Laredo area. Funding for this contract is available in the 2022 Sewer Revenue Bond. 25-2003
  69. 43. Authorizing the City Manager to ratify a purchase order in the amount of $343,000.00 to Rain for Rent for an emergency contract. This contract was necessary to install a 36-inch wastewater bypass line in order to prevent raw sewage from discharging into the Rio Grande River and to maintain sewer flow to the South Laredo Wastewater Treatment Plant. Funding for this contract is available through the Sewer System Fund - 2022 Sewer Revenue Bond. 25-2004

Authorizing the City Manager to execute all necessary documents to purchase a 0.42-acre (18,295 sq. ft.) tract of land for the Green Meadow Drive Lift Station Project "surface only" from D&J Alexander Investments, LLC, for $340,000.00 approximately $18.58 per square foot. A 0.42-acre tract, more or less, out of a tract of land conveyed to D&J Alexander Investments, LLC, recorded in volume 4164, pages 705-710, official public records, Webb County, Texas, situated in Porcion 26, Agustin Sanchez, original grantee, abstract 282 within the City of Laredo, Webb County Texas. Tract of land is being more particularly described and depicted in "Exhibit A". Provided for an effective date. Funding is available in the Sewer System Fund - 2024 Sewer Revenue Bond. 2025-R-281
  71. 45. Consideration to renew annual service contracts FY23-083 with the following vendors: 1). Total Termite and Pest Control, Laredo, TX in an annual amount up to $20,000.00 and $20,000.00 for the remainder of the contract term; 2). JD's Pest Control, Laredo, TX in an annual amount up to $20,000.00 and $20,000.00 for the remainder of the contract term; to provide pest control services for the water treatment plants, waste water treatment plants and utilities main office. This contract establishes a linear footage rate that includes all labor, materials, pesticides, equipment, and incidentals needed to perform these services. The term of this contract shall be for a period of one year beginning as of the date of its execution and is contingent upon the availability of appropriated funds. There was no price increase during the last extension period. This contract can be extended for one additional one-year period, upon mutual agreement of the parties. All services will be purchased on an as needed basis and funding will be secured from the Waterworks and Sewer System Funds. 25-2054
  72. 46. Consideration to renew supply/services contract FY23-085 with the following vendors: 1). Arellano's Plumbing, Laredo, Texas in an annual amount up to $75,000.00. This is the last extension of $75,000.00 for contract. Primary vendor 2). Chavarria's Plumbing, Laredo, Texas in an annual amount up to $45,000.00. This is the last extension of $45,000.00 of contract. Secondary vendor for providing plumbing, maintenance and repair services for the City of Laredo Utilities Department. The term of this contract shall be for a period of one year beginning as of the date of its execution and is contingent upon the availability of appropriated funds. There was no price increase during the last extension period. This contract may be extended for one additional one-year period, upon mutual agreement of the parties. Funding is available in the Waterworks and Sewer System Funds. 25-2055

Authorizing the City Manager to accept a grant from NADBank and amend the City of Laredo FY2025 Water Works Budget by appropriating revenues in the amount of $ 256,000.00 and expenditures in the amount of $261,500.00. Said grant will be used to conduct a feasibility study for the Community Water and Energy Resource Center (CWERC). The CWERC is an innovative, neighborhood-scale facility designed to transform wastewater into renewable energy, reclaimed water, and compost for the Utilities Department. The total project budget is $261,500.00, with $81,500.00 in matching funds already secured from partners. 25-2057

Consideration to renew supply contract number FY23-001 with PVS DX (DPC Industries) Corpus Christi, Texas in an annual amount up to $150,000.00 and $150,000.00 for the remainder of the contract term. This contract establishes pricing for the purchase of water liquid chlorine water treatment chemical for the Utilities Department. There was no price increase during the last extension period. The term of this contract shall be for a period of one year beginning as of the date of its execution and is contingent upon availability of appropriated funds. This contract has one, one-year extension period remaining. Liquid Chlorine will be purchased on as needed basis. Funding is available in the Waterworks and Sewer System Funds. 25-2058
