Public Hearing and Introductory Ordinance repealing Ordinance Number 2024-O-108, which authorized the City Manager to accept and appropriate the funds from Seven Flags Regional Advisory Council, Laredo, TX, and amended the FY24 General Fund Budget; such ordinance must be repealed because Seven Flags Regional Council grant is for communities with a population of 50,000 or less and Funds of $312,000.00 must be returned. 24-1638

Public Hearing and Introductory Ordinance authorizing the City Manager to amend the City of Laredo FY25 Full Time Equivalent (FTE) positions listing by adding two Investigative Support Specialist, two RTCC Drone Remote Pilots, and one Public Information Specialist as awarded by the Texas Motor Vehicle Crime Prevention Authority (MVCPA) for the FY25 SB224 Catalytic Converter Grant for the period of October 1, 2024 through September 30, 2025. An Ordinance of the City of Laredo, Texas, authorizing the issuance, sale and delivery of up to $30,000,000.00 in aggregate principal, amount of “Combination Tax and Revenue Certificates of Obligation, Series 2024A” for paying all or a portion of the City’s contractual obligations incurred for the purpose of: (1) acquiring, constructing, improving and equipping facilities to improve City telecommunications, wireless communications, information technology systems, applications, hardware, software, and cybersecurity; (2) renovating, improving, and equipping existing municipal buildings and facilities housing the governmental functions of the City, (3) acquiring equipment and vehicles for various City departments, including the public safety departments, (4) acquiring, constructing, improving and equipping public safety facilities, including a fire station, (5) Acquiring, constructing, improving and equipping parks and recreational facilities, (6) planning, constructing, improving and repairing streets, sidewalks, bridges and drainage improvements, together with right-of-ways acquisition, traffic and street signalization, landscaping, and lighting improvements, (7) purchasing real property, materials, supplies, equipment, information technology, machinery, landscaping, land, and rights of way for authorized needs and purposes related to the aforementioned capital improvements and (8) paying legal, fiscal and engineering fees in connection with such projects; securing the payment thereof by authorizing the levy of an annual ad valorem tax and a pledge of certain surplus revenues of the City’s International Toll Bridge System; approving and authorizing the execution of all instruments and procedures related thereto including a paying agent/registrar agreement and a purchase contract; approving the form of an official statement; authorizing amendment to the city’s budget to appropriate such proceeds for purposes authorized herein; and declaring an effective date. 2024-O-186

  58. 18. An Ordinance of the City of Laredo, Texas, amending Chapter 2, Article II, Division 1, Section 2-29, "Compensation of mayor and council members" of the code of ordinances in order to update, provide clarification and add a provision regarding the commencement of terms. 2024-O-200
  59. 19. An Ordinance of the City of Laredo, providing for the adoption of a tax rate of $0.507623 per $100 of value for Tax Year 2024. This tax rate will have a Maintenance and Operation Rate of $0.396888 per $100.00 of value and an Interest and Sinking Fund Rate of $0.110735 per $100.00 of value for the levy and the collection of General and Special Ad Valorem taxes for the City of Laredo in the amount of $120,850,126 for Tax Year 2024 and Fiscal Year 2024-2025. 2024-O-162
  60. 20. Authorizing the City Manager to execute a parcel development ground lease agreement between the City of Laredo and Gravity Jets, LLC, Fort Lauderdale, FL, on a 13.42 acre +/- tract of land, legally described as a 13.42 acres out of Block 1, Laredo Airport Subdivision, and Abstract 239, City of Laredo, Webb County Texas, as recorded in Volume 5, Page 1, of the Plat Records of Webb County, Texas, for the purposes of constructing and developing a fixed-base operator facility. The lease term shall be for thirty years, with one option to extend for an additional nine years. The monthly rent shall be $11,691.50, and shall be adjusted commencing on the first anniversary of the occupancy term effective date. Rent shall be adjusted on each successive anniversary thereafter by the percentage change in the Consumer Price Index (CPI); providing for severability; and providing for an effective date. 2024-O-187
  61. 21. Consideration to authorize the City Manager to execute an Air Service Agreement with Aerotransportes Rafilher S.A. de C.V., San Luis Potosí, México (“Aerus”), to conduct commercial air transportation services. The term of the agreement is for eight months, commencing on October 14, 2024, and ending on June 14, 2025, with the City’s sole option to extend for an additional year, ending June 14, 2026. 2024-O-188
  62. 22. An Ordinance amending the FY 2023-2024 9-1-1 Regional Administration Budget by appropriating additional revenues and expenditures provided by the Commission on State Emergency Communications in the amount of $1,598,165.00 to fund the NG911 Program for the South Texas Region, including Jim Hogg, Starr, Webb, and Zapata counties, for a total biennium amount of $7,195,515.00 for the period beginning September 1, 2023 through August 31, 2025. 2024-O-190

An Ordinance adopting the proposed annual budget for FY2024-2025 with the approved motions by appropriating the proposed revenues, expenditures and balances reported therein for the year beginning October 1, 2024 and ending September 30, 2025, consistent with the financial plan described in said annual budget (see Exhibit "A") and Holiday schedule approved by City Council at the public workshop on August 7-9, 2024 (see Exhibit "B") authorizing the City Manager to implement said annual budget. An Ordinance of The City of Laredo, Texas, amending Chapter 2, Article II, Division 6 (Pay Administration), of the City of Laredo Code of Ordinances, specifically Section 2-87.7-Policy (C.)(12)(A.) by providing for a three percent Cost of Living Adjustment (COLA) to the wage schedule and for all City of Laredo Employees effective October 1, 2024; except Full Time Contract Employees, Interns, Cooperative Education Program Employees (Co-Ops), Elected Officials, Temporary Contract Labor Employees, and Firefighters and Police Officers Governed by the Terms of Collective Bargaining Agreement; providing that this Ordinance shall be cumulative; providing a severability clause; and declaring an effective date (As Amended). 2024-O-193
  65. 25. An Ordinance of the City of Laredo, Texas, amending Chapter 2, Article III, Division 3 (Leave Policy), of the City of Laredo Code of Ordinances, specifically Section 2-58. Holidays (A.) by amending an additional Personal Holiday, providing a total of three Personal Holidays for Fiscal Year 2024-2025 (B.) Consideration to authorize the purchase contract of a truck from Silsbee Ford, Silsbee, Texas for the Environmental Services department in the amount of $48,097.00 through the TIPS USA Cooperative Purchasing Program’s contract #210907 pricing.   84. 36. Consideration to renew the six-month supply contract FY21-094 with Arguindegui Oil Company, Laredo, Texas in an amount up to $100,000.00 for the purchase of lubricants for the Fleet Department. All lubricants will be secured on an as needed basis. The term of this contract shall be for a period of six months beginning as of the date of its execution. At the time contract renewal notices were received, there was no price increase during this extension period; price changes will be governed by an index made up of the composite posted prices in the Laredo area of those companies published in the daily publication of Oil Price Information Services This is the last extension period. Funding is available in the Fleet Management Fund. 24-1733
  85. 37. Consideration to award contract FY24-104 for the purchase of one 2024 GMC Yukon XL in the amount of $80,566.00 from Powell Watson Motors, Laredo, Texas. The City received one bid through Cit-E-Bid for the purchase of one administrative vehicle. This vehicle will be an addition to the current Fleet available for City Hall staff. Funding is available in the 2022 Certificate if Obligation Bond. 24-1744
  86. 38. Consideration to renew annual service contract FY23-021 to provide car wash services with the following vendors: 1. (Section I: Full Service Car Wash) - Power Car Wash and Detail, Laredo, Texas in an amount of up to $35,000.00 (Primary Vendor); 2. (Section II: Exterior Car Wash Services) - Go Car Wash, Laredo, Texas in an amount of up to $45,000.00 (Primary Vendor); 3. (Section II: Exterior Car Wash Services) - Power Car Wash and Detail, Laredo, Texas in an amount of up to $20,000.00 (Secondary Vendor); 4. (Section II: Exterior Car Wash Services) - Aqua Express Auto Wash, Laredo, Texas in an amount of up to $10,000.00 (Secondary Vendor). The term of this contract shall be for a period of one year beginning as of the date of its execution and is contingent upon the availability of appropriated funds. This contract can be renewed one additional one year extension period, upon mutual agreement of the parties. There was no price increase during the last extension period. Consideration to renew contract FY23-080 with M & V Heavy Equipment Services, Laredo, Texas in an amount up to $500,000.00 for the daily maintenance and repair service of all the City’s landfill operational equipment for the Fleet Department. The term of this contract shall be for a period of one ear beginning as of the date of its execution and is contingent upon the availability of appropriated funds and compliance city code of ordinances. This contract can be renewed two additional one year extension periods, upon mutual agreement of the parties. Funding is available in the Fleet Management Fund. 24-1750

Consideration to award a two-year professional services contract FY24-078 to ComPsych Corporation, Chicago, Illinois to provide an Employee Assistance Program (EAP) and to authorize the City Manager to execute all contract documents. This program allows employees to receive employee trainings and confidential assistance in many areas without having to access their medical benefits plan. The City of Laredo provides EAP coverage to approximately 2,900 employees and their dependents. The types of services provided are: confidential counseling (stress, anxiety, depression, relationships, grief, etc.), financial planning, legal support, smoking cessation to name a few. It is estimated that the program will incur a cost of approximately $52,548 per year and contract has option to be renewed three additional one year periods. The contract is based on a fee of $1.51 per active employee per month. Contract has a five-year price rate guarantee and is subject to future appropriations.
