Public Hearing and Introductory Ordinance amending the Zoning Ordinance (Map) of the City of Laredo by authorizing the issuance of a conditional use permit for a restaurant (drive thru) on Lot 6, Block 1, Alexander Commercial Subdivision, Phase 1 located at 7617 Peacefulmeadow Court, Unit A26 (approximately 1,983 square feet). The Planning and Zoning Commission recommended approval of the proposed conditional use permit with the addition of two conditions. An Ordinance authorizing the City Manager to execute a lease agreement with Laredo Center for Urban Agriculture and Sustainability (LCUAS), only for the Garden Grounds of the “Canseco House”, excluding the house and storage room on 1415 Chihuahua St., in the City of Laredo, Webb County, Texas. The new lease terms will be of three years with an annual rate set and agreed by both parties at one dollar per year. 2025-O-131 close and introduce Pass

An Ordinance authorizing the City Manager to amend the FY 2024-2025 of Community Development Department budget by increasing revenues and expenditures by $6,288.00 in order to appropriate the additional HOME Investment Partnerships American Rescue Plan (HOME-ARP) funds from the U.S. Department of Housing and Urban Development (HUD) and to ratify the authorization of the City Manager to execute any documents needed due to these additional funds. the city was notified of these additional funds on May 28, 2025 and were identified by HUD after they conducted their internal quality control check. 2025-O-124 close and introduce Pass

An Ordinance authorizing the City Manager to grant a non-exclusive franchise to Dumpster Rescue LLC to use the present and future streets, avenues, alleys, roads, highways, sideways, easements and other public rights-of-way of the City of Laredo, Texas for purpose of constructing, maintaining and operating a commercial container refuse gathering and disposing service, setting forth terms and conditions to govern the franchise; Providing a severability clause, a savings clause and an effective date. Authorizing the City Manager to grant a License, as attached hereto, by and between The City of Laredo, Texas, herein designated as “Licensor” and AT&T Corp., a New York Corporation, hereinafter designated as “Licensee,” dated July 31, 2025, for the use of one innerduct in the Juarez Lincoln Bridge and 555.5 linear feet of right-of-way. 1. Term of the License Extension shall be for five years commencing on August 1, 2025 and terminating on July 31, 2030. 2. Annual duct fee shall be $40,912.50 and will increase by five percent every year the License is in place. In addition to the duct fee, Licensee shall pay an $14.42 linear foot right-of-way fee, and will increase by five percent every year. 2025-O-111

Authorizing the City Manager to execute a Second Amendment to Lease Agreement (“Lease”) by and between the City of Laredo, a municipal corporation (“Landlord”), and T-Mobile West LLC, a Delaware limited liability company (“Tenant”), as successor in interest to Cook Inlet/Voicestream PCS, LLC., (“T-Mobile”), dated May 1, 2000 and attached hereto; to extend the term of the lease one additional five year term commencing May 3, 2025; with an additional three, five year terms. Rent shall increase from $28,197.00 to $35,000.00 per year with a four percent escalation; all other terms and conditions remain in full force and effect. 2025-O-112

An Ordinance of the City Council of the City of Laredo, Texas, authorizing the City Manager to amend the City of Laredo FY2025 Capital Grant Fund to appropriate revenues and expenses in the amount of $1,368,770.00 for the Texas Department of Transportation TASA (Transportation Alternative Set Aside) grant for City improvements to and construction of sidewalks, curb and gutter, cross-surface materials, pavement markings, lighting, landscaping and select utility relocation along Salinas Avenue between Iturbide Street and Water Street. The local match will be funded by the Tax Increment Reinvestment Zone #1 (TIRZ No 1). Grant will be allocated in the Capital Grant Fund. Providing that this ordinance shall be cumulative; providing a severability clause; providing for publication; and declaring an effective date. 2025-O-109

An Ordinance amending ordinance 2024-O-196 to recognize continuous service for former United Water employees in accordance with the Texas Municipal Retirement System (TMRS) Restricted Prior Service Agreement; To re-open the Voluntary Retiree Incentive Program (VRIP) for 30 days for these employees; To extend the VRIP benefit to those who retired during the original VRIP window; And providing for an effective date. 2025-O-106

An Ordinance accepting and amending the FY 2024-2025 9-1-1 Regional Administration Budget by appropriating additional revenues and expenditures provided by the Commission on State Emergency Communications in the amount of $430,000.00 to fund the NG911 Program for the South Texas Region, including Jim Hogg, Starr, Webb, and Zapata counties, to make a total on the biennium of $7,625,515.00 for the period beginning September 1, 2023 through August 31, 2025. 2025-O-110

Amending Chapter 18, Article V, of the City of Laredo Code of Ordinances to change the title of Article V to “Certificate of Occupancy,” to establish policies and procedures for the issuance, maintenance, and historical record keeping of certificates of occupancy within the City of Laredo; and establish a framework for addressing missing certificates of occupancy for long-standing business and properties to ensure regulatory compliance and public safety while minimizing undue burdens on property owners; and adding Section 18-27 entitled “Record Keeping and Reinstatement Process;” providing that the ordinance shall be cumulative, providing for severability clause, and providing for publication and effective date. 2025-O-113

A Resolution of the City Council of the City of Laredo, Texas approving a Chapter 380 Agreement between the City of Laredo Clear Choice ., pursuant to an economic development incentive under Chapter 380 of the Texas Local Government Code and authorizing the City Manager to execute all relevant documents, and any other matters incident thereto; providing for severability; providing for an effective date; and providing for publication. The five year agreement obligates the Company to invest an aggregate estimated amount of $14,000,000.00 for the expansion to a Micro Hospital and create at least 36 new full-time permanent jobs. 2025-R-150

A Resolution of the City Council of the City of Laredo, Texas authorizing the City Manager to ratify the submission of a grant application in the amount of $545,902.00 to the Laredo Webb County Metropolitan Planning Organization for the 2025 Transportation Alternative Set Aside Program for the Safe Routes to School Program, if grant is awarded, a 20 percent match of $109,180.40 and a 15 percent administrative fee of $81,885 is required, for a grand total of $627,787. All parts and services will be secured on an as needed basis. The term of this contract shall be for a period of two years beginning as of the date of its execution and is contingent upon the availability of appropriated funds. This contract may be extended for three, additional one-year periods, upon mutual agreement of the parties. Funding is available in the Fleet Management Fund 25-997
  59. 22. Consideration to renew annual service contract FY24-101 with the following vendors: 1. Section I - BTE Body Co., Irving, Texas in an amount up to $150,000.00 (Parts only); 2. Section II - Gutierrez Machine & Welding Shop, Laredo, Texas in an amount up to $145,000.00 (Service only); 3. Section II - Laredo Mechanical Industrial Service, Inc., Laredo, Texas in an amount up to $145,000.00 (Service only); for the purchase of Original Equipment Manufacturer (OEM) parts and truck service for the City’s automated side loader trucks. The term of this contract shall be for a period of one year beginning as of the date of its execution and its contingent upon the availability of appropriated funds. There was no price increase during the last extension period. This is the first of three one-year extension periods. All services will be secured on an as needed basis. Gillie Hyde Ford, Glasgow, Kentucky in an annual amount up to $175,000.00 and two-year amount of $350,000.00. All parts will be secured on an as needed basis. The term of this contract shall be for a period of two years beginning as of the date of its execution and is contingent upon the availability of appropriated funds. Authorizing the City Manager to amend the City of Laredo FY2024-2025 Buena Vista Complex Fund Full Time Equivalent (FTE) Position Listing by creating eighteen point eight (18.8) new positions, one (1) Superintendent, one (1) Finance/Sales Manager, one (1) Facilities/Operations Manager, one (1) Facilities Maintenance Supervisor, one (1) Marketing/Business Development Supervisor, three (3) Administrative Assistants, six (6) Groundskeepers and Facility Maintenance Workers and four point eight (4.8) Maintenance and Events Workers and amending the FY 24-25 approved budget by appropriating $500,000.00 of revenues and expenditures for the remaining FY 24-25.   69. 28. Consideration to authorize the purchase of ten police interceptor power bikes from Recon Power Bikes, Fort Wayne, IN, in the amount of $53,560.00. The purchase of these interceptor power bikes shall be made utilizing the GSA Contract number 47QSSC24D001B. This purchase will be funded through the FY2025 Operation Lone Star (OLS) Grant. Authorizing the City Manager to accept a grant in the amount of $872,271.00 to fund the Laredo Police Department HSI HIDTA Task Force, the Laredo DEA HIDTA Task Force, and the Rio Grande Valley Financial HIDTA Task Force. These initiatives are funded by the Executive Office of the President, Office of the National Drug Control Policy (ONDCP), and High Intensity Drug Trafficking Area (HIDTA) at no cost to the City. Grant will be used to pay personnel salaries, fringe benefits, overtime, travel and operating expenses from January 1, 2025 through December 31, 2026. Funding for the Rio Grande Valley Financial Task Force will be used for payment of fringe benefits, overtime, and operating expenses from January 1, 2025 through December 31, 2026. Funding is available in the Financial Task Force Fund. 2025-R-164

A Resolution of the City Council of the City of Laredo, Texas authorizing the City Manager to submit a joint grant application through the Webb County-City of Laredo Regional Mobility Authority (RMA) to the Federal Highway Administration’s Safe Streets and Roads for All (SS4A) Implementation Grant program, for the purpose of advancing the Vision Zero Webb Laredo Comprehensive Safety Action Plan. RMA is preparing a SS4A Implementation Grant Application for $24,901,970.00. To deliver the $33M Vision Zero Capital Plan, the City will be responsible for a contribution of $1,990,097.00, providing an investment of 8% for the $24.9M application amount for the Roadway Safety Improvements across the City of Laredo. The RMA would be the grant recipient, and would front the payments, to be reimbursed by FHWA, the City, and TxDOT. Both the City and TxDOT’s portions of the local match would need to be available for reimbursement to the RMA within Fiscal Years 2028-2030. If approved, grant will be funded in the Capital Grants Fund and local match will be from a proposed Certificates of Obligation issue. 2025-R-161

  78. 33. Authorizing the City Manager to accept resolution approving the Laredo Transit Management, Inc. (LTMI) Title VI Program and authorizing the City Manager and staff to submit the plan to the Federal Transit Administration (FTA) and to the Texas Department of Transportation (TxDOT) Office. FTA and TxDOT require that transit systems receiving federal or state financial funds must update and submit the Title VI Program Plan every three years to ensure their compliance with Civil Rights Act. 2025-RT-29

Authorizing the City Manager to submit a grant application in the amount of $1,153,412.00 to the Federal Transit Administration (FTA) for Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities. This grant application will combine three years of apportionment funding. Funding will be used for replacement of paratransit vans, purchase software, purchase equipment, and provide operating assistance. All of the projects will benefit El Lift Program, which provides services to the senior citizens and people with disabilities in our community. Authorizing the City Manager to submit a grant application in the amount of $8,675,521.00 to the Federal Transit Administration (FTA) for Fiscal Year 2025 Section 5307 Urbanized Area Formula authorized under the Bipartisan Infrastructure Law. The FTA grant share is $4,786,494.00 with a total local match of $3,889,027.00, broken down as follows: $3,589,871.00 for operating expense (50/50) and $299,156.00 for capital preventative maintenance (80/20). The grant funding will be used for El Metro’s operating and capital preventative maintenance assistance. Funding is available in El Metro Operations Fund.
