  24. 3. An Ordinance of the City Council of the City of Laredo, Texas, authorizing the City Manager to amend the City of Laredo FY2025 Capital Grant Fund to appropriate revenues and expenses in the amount of $5,000,000.00 for the Federal Railroad Administration (FRA) Consolidated Rail Infrastructure and Safety Improvements (CRISI) grant for the Downtown Laredo Rail Corridor Safety Planning Project. The project is a highway-rail grade crossing improvement project to support planning activities for 31 at-grade crossings. The project includes development of construction documents to include installation, repair or improvement of grade separations, railroad crossing signals, gates and related technologies, highway traffic signalization, highway lighting and crossing approach signage, roadway improvements such as medians or other barriers, railroad crossing panels and surfaces and safety engineering improvements to reduce risk. The project includes two grade separations, five crossing closures, nine crossing signal installations and roadway improvements including medians, and fifteen roadway-only improvements. Funding is available in the Capital Grants Fund. 2025-O-174

An Ordinance of The City of Laredo, Texas, amending Chapter 2, Article II, Division 6 (Pay Administration), of the City of Laredo Code of Ordinances, specifically Section 2-87.7-Policy (C.)(12)(A.) by providing for a two and a half percent (2.5%) Cost of Living Adjustment (COLA); a one and a half percent adjustment (1.5%) to the wage schedule and a tenure achievement adjustment pay for all City of Laredo full-time Employees who have completed one consecutive year of employment with the City of Laredo; except Contract Employees, Interns, Cooperative Education Program Employees (Co-Ops), Elected Officials, Temporary Contract Labor Employees, and Firefighters and Police Officers Governed by the Terms of Collective Bargaining Agreement; providing that this Ordinance shall be cumulative; providing a severability clause; and declaring an effective date (As Amended). 2025-O-175

An ordinance amending Ordinance # 2023-O-200 authorizing the City Manager to grant a non-exclusive franchise to Ramco Waste, LLC DBA Frontera Waste to use the present and future streets, avenues, alleys, roads, highways, sidewalks, easements and other public rights-of-way of the City of Laredo, Texas for purposes of constructing, maintaining and operating a commercial container refuse gathering and disposing service, setting forth terms and conditions to govern the franchise; Providing a severability clause, a savings clause and an effective date. Third and Final Reading of Ordinance of the City of Laredo, Texas, granting Medina Electric Cooperative, Inc., its legal representatives, successors, lessees and assigns, as the grantee herein, certain powers, licenses, rights-of-way, privileges and franchise to construct and maintain in the City-of Laredo, Texas, as now or hereafter constituted, an electric power utility system in said city and to use the bridges, other structures, places and public grounds in said city for a period of five years with one, five year renewal period subject to renegotiation by the parties; and prescribing certain rights, duties, terms and conditions herein mentioned and providing for the payment to city a percentage of certain receipts of grantee from its operations therein; and providing for the acceptance of this ordinance by grantee; and containing a saving clause, and providing for publications and an effective date. 2025-O-161 approve third and final readings Pass

An Ordinance of the City of Laredo, Texas, authorizing the City Manager to execute a First Amendment to License Agreement (“License”) by and between the City of Laredo, a municipal corporation (“Licensor”), and New Cingular Wireless PCS, LLC, a Delaware limited liability company (“Licensee”), dated August 13, 2011 and attached hereto; to modify licensed premises for the installation of a Generator, including a concrete pad and back-up power supply, etc. Rent shall increase by Five Hundred Dollars ($500.00) per month upon commencing of the effective date; all other terms and conditions remain in full force and effect. 2025-O-150

An Ordinance authorizing the City Manager to amend the FY2024-2025 City of Laredo Detoxification Center budget by increasing and appropriating revenues and expenditures in the amount of $185,220.00. The Texas Opioid Abatement Fund Council was formed to ensure that money recovered through the statewide opioid settlement agreements is allocated fairly and spent to put an end to the opioid crisis in Texas Opioid Abatement Fund. These funds are available in the Detoxification Center Fund. 2025-O-158
  33. 9. An Ordinance of the City of Laredo, Texas, authorizing the City Manager to accept and appropriate revenues in the amount of $1,735.561.00 and expenditures in the amount of $1,822,339.00 annually for Treatment for Adults, with a 5% match, for the Detoxification Department for the term period from September 1, 2025 through August 31, 2030. The total amount of the grant will not exceed $9,111,695.00; this includes the system agency share of $8,677,805.00 and grantee's required match amount of $433,890.00 for the life of the grant. Funds will be accounted for in the Detoxification Department Fund. 2025-O-157

An Ordinance of the City of Laredo, Texas, authorizing the City Manager to execute all necessary documents to effectively convey a 15.457 acre tract to the United States Government for the amount of $488,000.00. Parcel being a 15.457 acre tract (673,298 sq. ft.) parcel of land, more or less, being out of a called 933.542 acres, calculated as 930.219 acres, in Porcion 96 Starr County, Texas conveyed to the City of Laredo, Volume 1473, Page 775. Said parcel of land more particularly described by metes and bounds and depicted in attached Exhibit “A” and made part herein. 2025-O-160 approve final reading Pass

An ordinance amending the City of Laredo Code of Ordinances, Chapter 7, "Buildings & Building Regulations," by amending Article 11, "Registration of General Contractors and Subcontractors," Section 7-20 Administration; Section 7-28, Increase for annual registration fee; a severability clause; a publication clause; and an effective date. 2025-O-156

An Ordinance of the City of Laredo, Texas, amending Chapter 6, “Animal and Fowl,” Article I “In General” of the Code of Ordinances Section 6-119 “Registration, vaccination and permit fees” to update Section 6-119 “Registration, vaccination and permit fees” to amend the schedule of fees; and providing for an effective date. 2025-O-148

Final Reading of Ordinance amending the City of Laredo Cemetery main fee ordinance, which is located in the Code of Ordinances Chapter 8; Article 23, entitled “Same - Fees Charged” adding two new sections, namely 8-23 (b)(5) and (b)(6) to establish costs and fees for newly available services at the Cemetery which are related to columbaria and/or niche services for storing urns.

An Ordinance of the City of Laredo, Texas, amending Code of Ordinances, Chapter 7, Article 1, Section 7-2 entitled “Same-Amendments” and Chapter 24, Appendix D, Permit Fees, to increase the residential building permit fee and the residential plan review fee; and establish new commercial plan checking fees in accordance with house bill H.B. 852; providing for a new workflow instance plan review fee, providing for a resubmittal plan review fee, providing for an expedited plan review fee, providing a cumulative and repealer clause; providing a severability clause; providing for publication; providing for a penalty; and declaring an effective date. 2025-O-149

A Resolution of the City Council of the City of Laredo, Texas amending Resolution 2024-R-200, which authorized the City Manager to approve, enter into a Memorandum of Agreement (MOA), and to execute all relevant documents between the City of Laredo, Texas and Laredo College to provide a Workforce Development and Skills Certificate Program in the areas of hospitality, HVAC, and pharmacy technician; by amending such section to include phlebotomy as part of “Exhibit A” and scope of services; and providing an effective date. 2025-R-203

A Resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager to ratify and enter into a continuation contract from the Texas Health and Human Services Commission (HHS) for the Texas Home Visiting (THV) Project Grant in the total amount not to exceed $1,700,000.00, with no match for the City of Laredo Public Health Department for a two-year term period from September 01, 2025 through August 31, 2027. Consideration to award contract FY25-067 to VitalMed Urgent Care, Laredo, TX to provide afterhours physician/medical services to City employees, employee's dependents and City of Laredo Retirees enrolled in the City Employee Health Plan Basic Medical Services in the estimated amount of $80,000.00 per year for a total contract value of $400,000.00. The term of this contract shall be for a period of two years beginning the start of the next upcoming fiscal year (October 1, 2025). This contract may be extended for three additional one year period each upon mutual agreement of the parties. Funding is available in the Human Resources, Employee Wellness Division fund. 25-1478
