1. STATEMENT, submitted by Mayor Aftab Pureval, Based upon the public danger or emergency currently existing in Cincinnati, I hereby issue this declaration of emergency pursuant to Article III of the Cincinnati Charter and Article XVIII of the Administrative Code of the City of Cincinnati. The public danger or emergency arises from a series of severe storms and extensive flooding which occurred beginning July 17, 2026, with continued impacts affecting the Cincinnati community. Numerous properties within Cincinnati have been affected by this historic weather event, causing catastrophic flooding and water damage to homes, businesses, vehicles, and other property. Subsequent storms and rainfall on July 19 and 21, 2026 worsened the region’s flooding and damage to public infrastructure, transportation corridors, utilities, and stormwater systems across numerous Cincinnati neighborhoods. Damage assessment, response, and clean-up are continuing for City agencies and residents, and the full assessment and restoration processes will be ongoing. Preliminary figures indicate the City experienced hundreds of emergency incidents during these flooding events, including numerous water rescue responses, flooded roadways, utility emergencies, and structure-related incidents. The City Manager is called upon to protect the public peace and the lives, persons, and property within the City of Cincinnati that are endangered or potentially endangered by the factors constituting such public danger or emergency. The City Manager will continue to mobilize additional resources and coordinate recovery operations for City infrastructure, residents, and businesses. All operating forces will direct their requests for assistance and operations directly to the City of Cincinnati Emergency Operations Center. This declaration, dated July 21, 2026, recognizes that the public danger or emergency commenced on July 17, 2026, was compounded by multiple subsequent flash flooding events, and shall terminate only upon the undersigned officer’s determination that such emergency conditions no longer exist, or pursuant to the provisions of Article XVIII of the Administrative Code. The duration of such declared emergency shall not extend beyond September 15, 2026. This declaration shall be issued to the news media for the widest possible dissemination to the citizens of Cincinnati. DECLARED this 21 day of July 2026 by Mayor Aftab Pureval. 202602539 Filed

MOTION, submitted by Councilmembers Cramerding, James, Albi, Johnson, Walsh, Owens, Jeffreys and Nolan, On July 16th, 2026, Public Works employee Jonathan Young was killed in a crash while doing scheduled work on the Norwood Lateral. He had been with the City since 2002 and worked in the Department of Public Services, helping to keep our streets safe and maintained. All of us at the City mourn Jonathan and are praying for his family in this difficult time. Unfortunately, Jonathan Young is not the first Public Works employee who was lost in the line of duty. To honor Jonathan and those that fell before him, WE MOVE the city administration begin a process and identify sites for permanent memorial to all Cincinnati Public Works employees who have lost their lives in the line of duty. This could be similar to that which the city has done for Police and Firefighters. The city should work closely with AFSCME in studying alternatives. 202602503 Adopted Pass
