This 3M settlement payment will be made in ten separate installments through 2033. The total amount of settlement funds the City has received thus far through its participation in PFAS affirmation litigation is $4,480,903.96. 15-8715
  24. 24 Bill 71 Amending the 2026 Capital Fund Budget to provide for an increase of Three Hundred Fifty Thousand Dollars ($350,000.00) in reimbursement funding from the Allentown Neighborhood Improvement Development Authority (ANIZDA) to Capital Project #2040 Hamilton Streetscape. There is no city match required. 15-8711
  25. 25 Bill 72 Amending the 2026 Grant Fund to provide for a supplemental appropriation of Three-Hundred Eighty-Four Thousand Forty-Eight Dollars ($384,048.00) from the PA DCED Local Share Account Grant. 27. 27 Bill 74 Amending the 2026 Capital Fund Budget to provide for an increase of Six Hundred Thousand Dollars ($600,000.00) to fund the approved Public Works capital project to replace the salt shed as part of the 2026 Capital borrowing. Increasing our storage capacity is important for both operational and financial reasons. It is common for other townships, municipalities, and the state to experience delays or shortages in salt deliveries during the winter season. When this occurs, we are often forced to purchase salt at significantly higher prices simply to maintain our ability to respond to winter storms and keep our roads safe. Doubling our salt storage capacity would allow us to purchase the majority of our salt at the beginning of the season at the contracted rate, rather than having to compete with surrounding townships and municipalities for limited supplies later in the season. This would provide greater reliability during winter storms while also helping to control costs and avoid potentially significant emergency purchases. 15-8717
  28. 28 Bill 75 Amending the 2026 Golf Fund to accommodate an upgrade of the Greenskeeper position and the Maintenance Mechanic 3 in the Golf Fund’s Grounds Maintenance program. The Greenskeeper position, currently an m16, would be upgraded to a proposed pay grade of m21 and retitled to Assistant Superintendent. The Maintenance Mechanic 3 position, currently an m14, would be upgraded to a proposed pay grade of m20 and retitled to Golf Course Equipment Tech. These upgrades allow for a pay structure that better reflects job duties while maintaining consistency with compensation for similar roles across the region. 15-8721
  29. 29 Bill 76 Amending the 2026 General Fund budget to accommodate the upgrade of position 235-012, presently a Receptionist within the Human Resources Department and paygrade s05, to that of Constituent Services Specialist with a revised paygrade of s11. This will entail the transfer of funds from between accounts within the Human Resources Budget to cover costs associated with the increased salary for that position over the balance of the year. 15-8723
  30. 30 Bill 77 Amending City Code Chapter 75, Pensions and Retirement, Article III, Police Pension Fund, Section 75-30, Association membership; appointment and term, and Section 75-31, Association Officers, to authorize the Mayor, City Controller, and Finance Director to select designees to serve in their place on the Police Pension Fund. 15-8720
  31. 31 Bill 78 Amending the 2026 Grant Fund to provide for a supplemental appropriation of One Million Three Hundred Thousand Dollars ($1,300,000.00) from the State Office of the Budget, Redevelopment Assistance Capital Program (RACP). 32. 32 Bill 79 Amending the 2026 Grant Fund to provide for a supplemental appropriation of Eight-Hundred Fifty-Five Thousand Dollars ($855,000.00) from the PA DCED Local Share Account Grant. These funds are a pass-through grant that will support the Allentown Art Museum. 15-8703
  33. 33 Bill 80 Amending the 2026 Capital Fund Budget to provide for an increase of Two Hundred Ninety-Six Thousand Dollars ($296,000.00) to fund the safety improvements and accessibility at South 10th Street and Martin Luther King Jr. Drive by installing ADA compliant ramps, high-visibility crosswalks, and upgraded traffic control measures to enhance pedestrian safety.
