Discussion and possible action regarding an MOU between the Oklahoma County Board of County Commissioners and the District Court of the Seventh Judicial District for FY25; provides $779,559.00 in Court funds to the County for provision of utilities, maintenance and repair, including carpeting, flooring, and window treatments, as well as custodial services in areas of the courthouse and juvenile facilities utilized and occupied by the Courts for court functions. Discussion and possible action for approval of a Specific Assistance Agreement between the City of Edmond and the Board of County Commissioners of Oklahoma County to assist City of Edmond with reconstructing Air Depot Road, a county section line road, between Covell and Danforth. The total amount of project is not to exceed $626,000 of which City of Edmond shall reimburse Oklahoma County 100% of actual project costs not to exceed $626,000. This Agreement, as reviewed by the Oklahoma County District Attorney's Office, commences upon signature by the Oklahoma County Board of County Commissioners and ends on June 30, 2025.

Discussion and possible action regarding Resolution No. 2024-3713 to amend or not to amend the zoning provided in Title 19 O.S., §868.16 on a tract of land (5.72 acres) in a R-2 - Rural Residential District.The Planned Unit Development (PUD-2024-03) will permit the property owner to conduct all C-G - Commercial - General uses. The intent of the PUD is to permit a mixed-use business complex that includes small business flex space, indoor storage, outdoor storage and covered storage facilities.The Oklahoma County Planning Commission has recommended approval during a public meeting held on July 18, 2024.The tract of land is located two-tenths of a mile east of Harrah Rd. on the south side of SE 29th St. (21200 SE 29th St.)(County Highway District #2). Discussion and possible action regarding Resolution No. 2024-3747 to amend or not amend the zoning as provided in Title 19 O.S.,§868.16 on a tract of land from R-2 - Rural Residential District to Planned Unit Development (PUD-2024-04). The applicant proposes to change the zoning to develop a 102 lot subdivision on approximately 79.33 acres. The Oklahoma County Planning Commission has recommended denial during a public meeting on July 18, 2024. Written protests against the amendment, signed and acknowledged by the owners of twenty percent (20%) of the frontage within one thousand (1,000) feet to the right or left of the frontage proposed to be changed, were filed with the County Planning Commission. This amendment may not be passed except by the favorable vote of all members of the Board of County Commissioners. The property is located a half-mile south of Waterloo Rd. on the east side of Douglas Blvd. (County Highway District #3). - 36. Discussion and possible action related to the application for funds administered through the Office of the Attorney General, on behalf of the Oklahoma Sheriff’s Office Funding Assistance Grant Program enacting House Bill 2914, creating the Oklahoma Sheriff’s Office Funding Assistance Grant Program Act of 2024. This funding will be directed toward the lawful operations of the sheriff’s office pursuant to 74 O.S. § 20k-1A. The Board of County Commissioners (BOCC), acting as the lead applicant will partner with Oklahoma County Sheriff’s Office and submit the application and any other documents needed to complete the application. The application must be submitted on-line no later than, September 6th, 2024, by 5:00 p.m. The application and any other documents needed for funds will be completed by Nikkiey Morton, Oklahoma County Grant Administrator and certified by the Chairperson of the BOCC if applicable. Discussion and possible action related to a Request for Funds (RFF) through the Oklahoma Department of Mental Health and Substance Abuse, pursuant to Enrolled SB 844 that became effective July 1, 2023. An Act, relating to mental health which relates to the County Community Safety Investment Fund, a designating fund for the Department of Mental Health and Substance Abuse Services, which relates to savings and averted costs from implementation of the Oklahoma Smart Justice Reform Act. The Board of County Commissioners (BOCC), acting as the pass-thru in collaboration with Treatment Courts, will submit the Request for Funds (RFF) and the BOCC will receive the requested funds on behalf of Treatment Courts and the Oklahoma District Attorney’s Office. - 67. Discussion and possible action regarding the renewal of the MOU between Palomar: Oklahoma City's Family Justice Center and the Oklahoma County Board of County Commissioners on behalf of the Oklahoma County Sheriff's Office for the provision of one (1) uniformed deputy at an annual rate not to exceed $109,826.28. The effective dates of this contract are July 1, 2024 through June 30, 2025. Requested by Tommie Johnson III, Oklahoma County Sheriff.
- 68. Discussion and possible action regarding the Traffic Safety Grant award from the Oklahoma Highway Safety Office, the Administrator of the National Highway Traffic Safety Administration funds. This award in the amount of $505,702.05, is for continued funding of two deputy/instructors for the Rollover Simulator, Impaired Driving and Distracted Driver programs. Funds for a bilingual traffic safety instructor for special events. The award will also include overtime for deputies working high visibility traffic safety enforcement, occupant safety and drug and alcohol enforcement in Oklahoma County to continue reduction of injuries and deaths on Oklahoma County roadways. The award also provides for in-state travel, travel funds for the traffic safety educators to attend the Lifesavers Conference, operating costs and fatal vision goggles, a new Chevrolet Pick Up and rollover simulator. The award will be completed online certified by the Chairman of the Board of County Commissioners. Captain David Baisden will complete all programmatic reporting.
