- 21 Mayor Neal called upon Alderman Frost to conduct the Public Hearing for the 2027 Budget and Appropriation Ordinance. Alderman Frost called the Public Hearing to order at 5:56??? p.m. pursuant to 65 Illinois Compiled Statues 5/8-2-9 (2006), a Public Hearing must be conducted by the City Council prior to the adoption of an Appropriation Ordinance. Notice of this hearing was given by publication in the Rockford Register Star on September 21, 2026. That notice informed citizens of Rockford that a copy of the proposed Budget and Appropriation Ordinance could be reviewed in the Finance Department, Third Floor, City Hall Building, 425 E. State Street, Rockford, Illinois from 8:00 a.m. to 5:00 p.m. weekdays. The proposed Budget was also available online on the city's website. Alderman Frost asked for questions or comments from the council members and the general public with regard to the proposed 2027 Budget and Appropriation Ordinance. Steven McMaster shared his concerns regarding the 2027 Budget and ideas he had of ways.... At the conclusion of the public comments, the Public Hearing was adjourned at 6:04 p.m. The meeting returned to regular business at 6:05 p.m.

The contract duration is through October 31, 2026. The funding source is the CIP General Fund.

Committee recommends approval of the Award of Bid: City Wide Streetscape Preservation 2026 (Bid No. 826-PW-080) to Andy’s Professional Landscaping, of Cherry Valley, Illinois in the amount of $50,000.00. The contract duration is through November 20, 2026. The funding source is the 1% Infrastructure Sales Tax.

- 3. Committee recommends approval of the Rejection of Bids: Harrison Avenue Bridge Painting (Bid No. 826-PW-081). The City received 3 bids for the project. After the receipt of bids, it was determined that there was some misunderstanding of the full scope of work and bids were not submitted based on the desired scope of work.

- 4. Committee recommends approval of the Rejection of Bids: Harrison Avenue Bridge Rehabilitation (Bid No. 826-PW-082). The City received 3 bids for the project. After the bids came back more than twice the engineers estimate. Public Works has received feedback that the time to complete the work was not reasonable due to temperature restrictions limiting work over the winter months.

Committee recommends approval of the Engineering Agreement Supplement #1: 6th Street and 9th Street Two-Way Conversions (Railroad Coordination) to Crawford, Murphy and Tilly, Inc., of Rockford, Illinois in the additional amount of $76,542.00, for an amended total of $125,027.00. The contract duration is from August 2026 through December 2027. The funding source is the 1% Infrastructure Sales Tax.

The annual administrative fee is $150.00. The total estimated annual premium is $32,660.00 based on current participation. The contract duration is three (3) years with two (2) one-year renewal options. The funding source is the Health Insurance Fund.
