(A.P.N 045-131-017); as provided in Title 1, Chapter 1.18.170(i) and 1.18.150, of Lassen County Code. This property is owned by Pure Hemp Farms LLC. The associated code enforcement file number CDEF2022-053. The administrative penalty is due to the owner’s failure to abate the public nuisance, in accordance with the Notice and Order to Correct Violations and the Decision of the Hearing Officer. FISCAL IMPACT: Unknown, all or a portion of the costs could be recovered through recordation of an amended abatement lien.   26. 23 LASSEN COUNTY BROADBAND PLANNING AND FEASIBILITY STUDY SUBJECT: Presentation and discussion of the Lassen County Broadband Planning and Feasibility Study by Golden State Finance Authority (GSFA), a Joint Powers Authority of which Lassen County is a member. FISCAL IMPACT: The fiscal impact of this study is $25,000 as appropriated and paid to GSFA in the 2022/2023 Fiscal Year Budget. This amount is pursuant a Memorandum of Understanding (MOU) by and between GSFA and the County. The MOU obligated the County to provide $25,000 towards the $125,000 cost of the study. Lassen County’s contribution is considered as mandatory matching funds in support of grant funding provided by the U.S. Department of Commerce, Economic Development Administration, to GSFA to fully fund the study.   41. 36 BEHAVIORAL HEALTH AGREEMENT BETWEEN LASSEN COUNTY AND CALIFORNIA HEARING OFFICERS, LLP SUBJECT: Agreement between Lassen County and California Hearing Officers, LLP in the maximum amount of $50,000 for the term of January 1, 2024 through December 31, 2024 to provide hearing officers for mental health certification review hearings to preside over and conduct hearings as identified in California Welfare and Institutions Code §5250 et seq. FISCAL IMPACT: This Agreement will be paid out of Mental Health Fund/Budget 110-0751. ACTION REQUESTED: 1) Approve Agreement with California Hearing Officers, LLP; and 2) authorize the County Administrative Officer to execute the Agreement. ID# 128-24

FISCAL IMPACT: Accepting the Audit Reports will allow the LTSA to invoice the Lassen County Transportation (LCTC) for TDA funds in the amount of $9,769.06 in pedestrian and bicycle funding and $516,633 for transportation related funding, which was set aside and approved by the LCTC.
