ACTION REQUESTED: 1) Receive report; and 2) conduct a public hearing; and 3) find that adoption of the proposed ordinance is exempt from the California Environmental Quality Act (CEQA)pursuant to Section 15061(b)(3) of the CEQA guidelines; and 4) introduce and waive the first reading.
