Cards are available on the table by the door and shall be completed and presented to the Clerk in advance of speaking. *Matters under the jurisdiction of the Board, and not on the Agenda, may be addressed by the Public at the time provided in the Agenda under Public Comment.   21. 18 72 HOUR VEHICLE TOWING ORDINANCE SUBJECT: Proposed amendment to Section 1.19.180 (Vehicle removal after 72 hours) of the Lassen County Code, concerning towing vehicles from public roads after being left in the same place for 72 hours. FISCAL IMPACT: None. ACTION REQUESTED: 1) Receive report; and 2) conduct a public hearing; and 3) find that adoption of the proposed ordinance is exempt from the California Environmental Quality Act (CEQA)pursuant to Section 15061(b)(3) of the CEQA guidelines; and 4) introduce and waive the first reading. FISCAL IMPACT: Payment will be made from Lassen DCSS Administrative allocation to Fund/Budget Unit No. 528-0432. There will be no impact to the General Fund.   49. 43 FUNDING AGREEMENT BETWEEN LASSEN COUNTY AND THE CITY OF REDDING - HHAP-3 SUBJECT: Agreement between Lassen County and the City of Redding for Homeless Housing, Assistance and Prevention Program, Round 3 Regional Coordination Memorandum of Understanding in the amount of $53,975.04. The agreement will begin upon a fully signed agreement and complete said work no later than December 31, 2025. FISCAL IMPACT: This Funding Agreement will bring in funding for the 2024/2025 fiscal year budget. ACTION REQUESTED: 1) Approve the Funding Agreement with the City of Redding; and 2) authorize the County Administrative Officer to execute the agreement. ID# 345-24 approved Pass

  59. 53 AGREEMENT# 23-HK-18087 BETWEEN LASSEN COUNTY AND THE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT SUBJECT: Agreement #23-HK-1807 between the California Department of Housing and Community Development, Lassen County, and ColWest Investments for the purpose of the Homekey Program to provide housing for individuals and families who are homeless or at risk of homelessness in the amount of $2,917,454.00 for the term of 15 years. FISCAL IMPACT: State funding grants will be used for the County responsibilities in these agreements. There is no impact to the County general fund. ACTION REQUESTED: 1) Approve the Agreement with the Department of Housing and Community Development; and 3) Authorize the County Administrative Officer to execute the agreement.
