- 22 PLANNING AND BUILDING SERVICES INTERPRETIVE ACTION SUBJECT: Interpretive Action and determination to be made by the Board of Supervisors in accordance with Lassen County Code Section 18.122.040 and 18.14.1110, regarding the classification of alpacas as either small or large livestock. The number of animals that may be kept is impacted by this classification. Assessor Parcel Number 135-190-027, 449-585 Hamlin Rd. Milford, CA, 96121. FISCAL IMPACT: None. ACTION REQUESTED: 1) Receive report; and 2) determine whether an alpaca shall be classified as a small or large livestock animal.

- 31 LASSEN COUNTY OFFICE OF EDUCATION LOCAL CHILD CARE PLANNING COUNCIL SUBJECT: Composition of Lassen County Local Child Care Planning Council Membership Form CD-3020. FISCAL IMPACT: None. ACTION REQUESTED: 1) Appoint nine (9) members to the Lassen County Local Child Care Planning Council (LCPCC); and 2) approve certification; and 3) authorize the Chairman to execute the Certification Statement for the State Department of Education.

- 33 RETAINER AGREEMENT BETWEEN LASSEN COUNTY OF LASSEN AND ANGELO, KILDAY, AND KILDUFF FOR GINNO CONSTRUCTION/COURTHOSUE LITIGATION SUBJECT: Request to approve the retainer agreement with Angelo, Kilday, and Kilduff for work on the Ginno Construction/Courthouse litigation. The Board of Supervisors approved retaining the firm for litigation on October 14, 2025, this is the subsequent agreement to formalize that approval. FISCAL IMPACT: Undetermined. Costs of $120 per hour to $250 per hour depending on the staff completing the work. ACTION REQUESTED: 1) Approve the retainer agreement; and 2) authorize County Counsel to sign on behalf of Lassen County; and/or 3) provide direction to staff.

FISCAL IMPACT: None. ACTION REQUESTED: 1) Waive second reading; and 2) adopt ordinance; and/or 3) provide direction to staff.

- 42 FUNDING AGREEMENT BETWEEN LASSEN COUNTY AND TRAINING, EMPLOYMENT, AND COMMUNITY HELP, INC SUBJECT: Funding Agreement between Lassen County and Training, Employment, and Community Help, Inc. for Homeless Housing, Assistance and Prevention Program, Round 3 in the amount of $50,376.71. The agreement will begin upon a fully signed agreement and will terminate on December 31, 2026, or upon delivery of the Homeless Housing, Assistance and Prevention Program, Round 3 final report required by Health and Safety Code Section 50233(b), whichever is sooner. FISCAL IMPACT: This funding source has been previously approved by the Board of Supervisors and is incorporated into the Countyβs existing budget. The County of Lassen has been a party to prior, Board-approved iterations of these HHAP-3 agreements. The current agreements reflect a change in the Administrative Entity only; T.E.A.C.H., Inc. will assume this role, replacing the City of Redding, with Shasta County having served as the Administrative Entity prior to that. This is a revenue agreement for Grants and Loans Fund/Budget Unit No. 110-0941.

FISCAL IMPACT: This is a revenue agreement for Mental Health Services Act Fund/Budget Unit No. 164-7520 in the amount of $58,589.09. ACTION REQUESTED: 1) Approve the Agreement #WET PA-AM2 with the California Mental Health Services Authority; and 2) authorize the County Administrative Officer to execute the agreement.
- 45 BEHAVIORAL HEALTH AGREEMENT BETWEEN LASSEN COUNTY AND THE DEPARTMENT OF HEALTH CARE SERVICES SUBJECT: Agreement #26-60036 between Lassen County and the Department of Health Care Services for the County Performance Contract the term will follow the State Fiscal Year 2026/2027 through 2028/2029. FISCAL IMPACT: This is a zero-dollar agreement. ACTION REQUESTED: 1) Approve the Agreement #26-60036 with the Department of Health Care Services; and 2) authorize the County Administrative Officer to execute the agreement.

FISCAL IMPACT: None. Both Classifications are a Range 16 and are budgeted for in 2025/2026 Fiscal Year (FY) ACTION REQUESTED: 1) Approve the reclassification.
