Discussion of Consultant's Review of the Camas-Washougal Fire Department (CWFD) Details: In early 2017, Council authorized Emergency Services Consulting International (ESCI) to conduct the Emergency Medical Services (EMS) Delivery System Assessment of the CWFD. The findings and recommendations of the study were presented to the Camas and Washougal City Councils several months ago.
