  26. 5. An Ordinance authorizing the City Manager to execute an airline lease agreement between the City of Laredo and Aerotransportes Rafilher S.A. de C.V., d/b/a Aerus, San Luis Potosi, México, for exclusive use space and joint use space located at 5210 Bob Bullock Loop at the Laredo International Airport terminal building, to conduct commercial air transportation services. The proposed lease term is for one year commencing on November 1, 2024 and ending on October 31, 2025, with an option to renew for one additional year. As an incentive for new air service, the city agrees to waive 100% of the airline’s rent, landing fees, and FIS fee obligations for the first 12 consecutive months of the airline’s flights to the Laredo International Airport. 24-2077

An Ordinance of the City of Council of the City of Laredo, Texas, establishing the salary of the duly elected municipal court judge to include a base salary of $130,000 for the first term with a 3% cost of living adjustment compounded annually for the remainder of the term and $146,000 at the commencement of the second term with a 3% cost of living adjustment compounded annually for the remainder of the term. 24-2110

An Ordinance of the City of Laredo, Texas, ratifying the City Manager's acceptance and execution of a grant for the Texas A&M Forest Service's Community Forestry Grant in the amount of $16,000.00, with $13,000 in matching funds by the City of Laredo. And amending the city of Laredo's FY 2025 annual budget for the Environmental Services fund by appropriating revenues and expenditures in the amount of $16,000.00. An Ordinance authorizing the City Manager to accept and execute a grant as a subrecipient awarded by the Environmental Protection Agency (EPA) on behalf of the Texas Energy Poverty Research Institute (TEPRI) in the amount of $5,143,991.00, with no match, and amending the Community Development Housing Rehabilitation Fund FY 2025 annual budget for the Solar For All Fund by appropriating revenues and expenditures in the amount of $5,143,991.00. This grant will provide two Full Time Equivalent (FTE) - Senior Office Assistant positions. A Resolution of the City Council of the City of Laredo, Texas, ratifying the acceptance of a grant by the City Manager in the amount of $111,111.11 from the Texas Department of Transportation’s Routine Airport Maintenance Program. Funds will be used for airport maintenance at the Laredo International Airport. Local match of $11,111.11 is available in the Airport Construction Fund. 2024-R-324
  51. 27. Consideration to purchase two 2024 Chevrolet 2500 Express vans for a total amount of $104,789.00 from Lake Country Chevrolet, Jasper, TX, through TIPS USA contract No. 210907. Funding is available in the Laredo International Airport Operations Fund. 24-2033

Consideration to authorize the City Manager to execute a ground handling service agreement with Aerotransportes Rafilher S.A. de C.V., San Luis Potosí, México (“Aerus”), to conduct ground handling services consisting of the arrival and subsequent departure of aircrafts owned and operated by the airline. The term of the agreement is for two years, commencing on November 1, 2024, and ending on October 31, 2026. The City will collect from the carrier, a flat fee of $6,500.00 monthly for one flight that will be serviced Monday through Friday. 24-2088

A Resolution of the City Council of the City of Laredo, Texas ratifying the authorization of the City Manager to accept amendments to professional services contract FY23-088 with LiftFund by allocating additional funding in the amount of $300,000.00 and amending scope of work and services necessary and required to administer the Small Business Financial Assistance Grant Program. This program is part of an emergency response to the October 2024 Boil Water Notice to provide emergency relief to businesses from the negative economic impact of this event designated as a disaster at the local and state level. Funding is available in the American Rescue Plan Act Fund. 2024-R-337

  56. 31. A Resolution of the City Council of the City of Laredo, Texas, authorizing the City Manager to accept setting a temporary construction speed zone limit at FM 1472, to 60 MPH from FM 3338 (Mile Point 10.070) to Pinnacle Rd. (Mile Point 11.058/ 0.988 Miles). 2024-R-235

Consideration for approval of change order No.3, a total decrease of $65,277.43 to balance quantities, for Fasken Community Center Pool & Amenities Project, to Celso Gonzalez Construction, Inc., Mission, Texas. Ratification of final payment in the amount of $44,240.36. The construction contract amount including this change order is $512,231.17. Funding is available in the Capital Improvement Fund and 2019 CO Bond. 24-2100
  58. 33. Consideration for approval of the Fasken Community Center Tree House Project as complete by Studio Cortes, LLC. The final completion date was May 31, 2024 in accordance with the terms and conditions under contract. However, the contract time was increased by 15 days due to rain days and City Holidays, and actual work was completed on August 2, 2024 for an overall of 48 calendar days of liquidated damages at $200.00 per day for a total amount of $9,600.00. Original contract amount is $54,016.00, and final payment to Studio Cortes, LLC is $44,416.00. Funding is available in the District VII priority fund and Capital Improvement Fund.   62. 35. Consideration to award annual service contract FY24-103 to provide safety inspection services for all Non-DOT and DOT medium size fleet vehicles with the following bidders: A. Section I: R&S Inspection Center, Laredo, Texas in an amount up to $30,000.00 (Primary Vendor); B. Section I: Rotex Truck Center, Laredo, Texas in an amount up to $20,000.00 (Secondary Vendor); C. Section I: Rotex Truck Center, Laredo, Texas in an amount up to $20,000.00 (Primary Vendor); D. Section I: R&S Inspection Center , Laredo, Texas in an amount up to $20,000.00 (Secondary Vendor). Funding is available in the Fleet Management Fund. 24-1768
  63. 36. Consideration to award annual supply contract FY24-108 to the following bidders: 1). Velco Inc., Laredo, Texas in an annual amount up to $70,000.00 (Primary Vendor); 2). Gonzalez Auto Parts, Laredo, Texas in an annual amount up to $40,000.00 (Secondary Vendor). for the fabrication of hydraulic hoses with fittings for the City’s heavy equipment. The term of this contract shall be for a period of one year beginning as of the date of its execution. The contract may be extended for three additional one year periods, each upon mutual agreement of the parties and contingent upon future funding appropriations. All hoses will be purchased on as needed basis. Funding is available in the Fleet Management Fund. 24-1948
  64. 37. Consideration to award annual contracts FY24-114 for the purchase of police and passenger car tires to the following low responsive/responsible bidders: 1. Section I: The Goodyear Tire & Rubber Company, Akron, Ohio, in an amount up to $100,000.00 (Primary Vendor); and 2. Section I: Southern Tire Mart, Columbia, Missouri in an amount up to $90,000.00 (Secondary Vendor); and 3. Section II: Southern Tire Mart, Columbia, Missouri in an amount up to $70,000.00 (Primary Vendor); and 4. Section II: Toro Automotive Laredo, Texas in an amount up to $70,000.00 (Secondary Vendor). All tires will be secured on an as needed basis. The term of this contract shall be for a period of one year beginning as of the date of its execution and is contingent upon the availability of appropriated funds. This contract establishes annual purchase prices and a percentage discount on parts utilized during city vehicle repairs. All parts will be purchased on an as-needed basis. The term of this contract shall be for a period of two years beginning as of the date of its execution and is contingent upon the availability of appropriated funds.   68. 70 INFORMATION SERVICES & TELECOMMUNICATION: JOE C. RIVERA, DIRECTOR
  69. 40. Authorizing the City Manager to ratify an existing contract between Pictometry International, an Eagleview Technologies company, and the City of Laredo to provide digital aerial imagery for the South Texas Region to increase the total amount from $477,687.00 to $543,442.00. The vendor has higher resolution now available, and the increase of $65,755.00 will allow the last flight of the contract to have the enhanced imagery. The aerial imagery will be used by 9-1-1 Regional Administration GIS and Database personnel, as well as by 9-1-1 Public Safety Answering Points (PSAPs) or call centers to update the existing level of service. Pictometry International is a Sole Source vendor. Funding is available in the Regional 9-1-1 Fund. 24-1977

Ratifying the execution of a contract with John Deere, through United Ag & Turf, Sourcewell Contract # 031121-DAC, for the lease purchase contract of mowing equipment in the amount of $953,602.80 as well as equipment and attachments under Buyboard Contract # 7016-23 in the amount of $203,060.40, for the Max Mandel Golf Course for a total amount of $1,156,663.20. The lease purchase shall be for 60 months, and estimated monthly payments shall be $19,277.72. Funding is available in the Max Mandel Golf Course Fund. 24-1943 approve Pass

Consideration to award contract FY25-007 to the following vendor: GO-CRETE, Laredo, Texas, as a secondary vendor (supplier) for the purchase of ready-mix cement (job site delivered) for Public Works and various city departments for an amount of $500,000.00 annually. The term of the contract shall be for a period of one, two years, beginning as of the date of its execution and may be extended for one additional one, two year periods, upon mutual agreement. All materials are purchased on an as needed basis. Funding for this contract is available in the respective City departments' operational budget. 24-2063

  75. 43. Consideration to approve a cooperative contract for the rental of seven automated trucks from Big Truck Rental, LLP. Tampa, FL. in the total amount of $1,211,200.00 utilizing the OMNIA Partners National Cooperative contract #2019000319 for the Solid Waste Services Department, trucks will be rented for daily garbage and recycle pick up for a period of one year. Funding is available in the Solid Waste Fund. 24-1871
  76. 44. Consideration to authorize the purchase contract of ten Peterbilt 520 ASL automated side loaders from Rush Truck Center, Laredo, Texas in the total amount of $4,203,500.00 for the Solid Waste Department. This purchase is utilizing Cooperative Purchasing Program Buy Board contract 723-23 offered by vendor. These trucks are to replace units which have already reached their useful life. Funding is available in the Solid Waste Fund. 24-1909
  77. 45. Consideration to renew contract FY 24-013 Dirt Hauling Services to Double D Trucking Laredo, Texas in the annual amount of $784,000.00, for the purchase and hauling of approximately 175,000 tons of earthen soils to the City’s Solid Waste Facility. The term for this renewal will be for one year, this is the first of three extension periods. There was no price increase for this extension period. All earthen soils will be purchased on an as needed basis. These soils are used to cover the landfill cells on a weekly basis in accordance with TCEQ requirements. Renewal will commence on November 20, 2024. Funding is available in the Solid Waste Department Fund. 24-1983

Consideration to renew contract FY22-009 with Gutierrez Machine and Welding Shop Laredo, Texas in the annual amount of $100,000.00, for providing welding repair and fabrication services for the Solid Waste Services Department.   79. 47. Consideration to authorize the renewal of the purchase contract for waste and recyclable carts to Toter Inc. Statesville, North Carolina in the amount of $568,461.50. This purchase is utilizing the Omnia Cooperative Purchasing contract 226024-2. Term of this contract is for one year, this is the first of four renewal options. These waste containers are designed for household garbage and can be used with both semi-automated and automated systems.
