1. Approve the Aviation Marketer Agreement with Phillips 66 Company through July 31, 2031 for fuel at Stillwater Regional Airport and authorize the City Manager to sign the agreement.
2. RESOLUTION NO. CC-2026-24: A RESOLUTION AUTHORIZING THE ASSIGNMENT OF THE STILLWATER REGIONAL AIRPORT GROUND LEASE AGREEMENT BETWEEN THE CITY OF STILLWATER AND STILLWATER FLIGHT CENTER HANGAR LLC TO STILLWATER FLIGHT CENTER LLC; PROVIDING LESSEE CONSENT TO COLLATERAL ASSIGNMENT AND LEASEHOLD MORTGAGE AS REQUIRED BY THE TERMS OF THE GROUND LEASE AGREEMENT; AND AUTHORIZING THE CITY MANAGER TO SIGN RELATED DOCUMENTS NECESSARY FOR SUCH PURPOSE.
3. RESOLUTION NO. CC-2026-25: A RESOLUTION AUTHORIZING THE ASSIGNMENT OF THE STILLWATER REGIONAL AIRPORT BUILDING LEASE AGREEMENT BETWEEN THE CITY OF STILLWATER AND STILLWATER FLIGHT CENTER INC. TO STILLWATER FLIGHT CENTER LLC; PROVIDING LESSEE CONSENT TO COLLATERAL ASSIGNMENT AND LEASEHOLD MORTGAGE AS REQUIRED BY THE TERMS OF THE BUILDING LEASE AGREEMENT; AND AUTHORIZING THE CITY MANAGER TO SIGN RELATED DOCUMENTS NECESSARY FOR SUCH PURPOSE.
4. RESOLUTION NO. CC-2026-23: A RESOLUTION AUTHORIZING THE ASSIGNMENT OF THE STILLWATER REGIONAL AIRPORT T-HANGAR #1 LEASE AGREEMENT BETWEEN THE CITY OF STILLWATER AND STILLWATER FLIGHT CENTER INC. TO STILLWATER FLIGHT CENTER LLC; PROVIDING LESSEE CONSENT TO COLLATERAL ASSIGNMENT AND LEASEHOLD MORTGAGE AS REQUIRED BY THE TERMS OF THE LEASE AGREEMENT; AND AUTHORIZING THE CITY MANAGER TO SIGN RELATED DOCUMENTS NECESSARY FOR SUCH PURPOSE.
5. RESOLUTION NO. CC-2026-26: A RESOLUTION AUTHORIZING THE ASSIGNMENT OF THE STILLWATER REGIONAL AIRPORT TERMINAL BUILDING/LAND LEASE AGREEMENT BETWEEN THE CITY OF STILLWATER AND STILLWATER FLIGHT CENTER INC. TO STILLWATER FLIGHT CENTER LLC; PROVIDING LESSEE CONSENT TO COLLATERAL ASSIGNMENT AND LEASEHOLD MORTGAGE AS REQUIRED BY THE TERMS OF THE LEASE AGREEMENT; AND AUTHORIZING THE CITY MANAGER TO SIGN RELATED DOCUMENTS NECESSARY FOR SUCH PURPOSE.
6. Approve request of Community Resourcing Incorporated to make alterations and improvements to Our Daily Bread Food and Resource Center and authorize the City Manager to provide written consent as required by the Amended and Restated Lease Agreement dated August 4, 2025.
7. Accept Permanent Easements for West College Sewer Line Replacement and Manhole Rehabilitation, Phase 2 Project:Parcels 14A, being part of Lot 7, Block 11, Duck Addition, City of Stillwater, Payne County, State of Oklahoma, from Amanda Baraldi and Scott Burtcher;Parcels 41A, of Lot 12 and the South 50 feet of Lot 13, Block 7, Third Section Hamilton Addition, City of Stillwater, Payne County, State of Oklahoma, from Dalton Nash Jackson.</li><li>Parcels 16A, being part of Lot 1, Block 12, Duck Addition, City of Stillwater, Payne County, State of Oklahoma, from Glen Larry Tower Trustee of Trust, Glen Larry Tower Revocable Trust Agreement Trust, U/A 9-15-1997.
8. Approve Stillwater Regional Airport Runway 17/35 and Taxiway Alpha Pavement Evaluation and Rehabilitation design in the amount of $175,502 which will be funded through FAA grant funds, City of Stillwater match and contingency funds; authorize the City Manager to sign a task order with KSA Engineers; and authorize associated budget amendments.
9. Receive public comment regarding a request for a Map Amendment (MA26-06) to rezone property addressed as 524 W. 10th Avenue from Two-Family and Multi-Family (RTM) to Small Lot Single-Family Residential (RSS) zoning district.
10. Receive public comment regarding a request for a Map Amendment (MA26-07) to rezone property addressed as 799 E. Mercury Avenue from Commercial Shopping (CS) and Neighborhood Transition Zone (NTZ) to Two-Family Residential (RT) zoning district.
11. RESOLUTION NO. CC-2026-21: A RESOLUTION OF THE STILLWATER CITY COUNCIL APPROVING SUBMISSION OF APPLICATION FOR FY2026 AIRPORT INFRASTRUCTURE GRANT FUNDS ADMINISTERED BY THE FEDERAL AVIATION ADMINISTRATION FOR AIRPORT INFRASTRUCTURE IMPROVEMENTS AT STILLWATER REGIONAL AIRPORT; APPROVING THE ASSOCIATED BUDGET AMENDMENT FOR THE REQUIRED SPONSOR MATCH; AND AUTHORIZING THE MAYOR OR VICE-MAYOR TO EXECUTE GRANT DOCUMENTS.
