- 14. Order to approve and authorize payment to Hi-Tech Athletic Surfaces in the amount of $75,000.00 for the resurfacing of ten pickleball courts and three tennis courts.
- 16. Order to approve and authorize payment to Thrash Commercial Contractors, Inc., in the amount of $615,983.19, for the Pearl Fire Stations. (pay app #11)
- 17. Order to adopt a Resolution adjudicating the cost of cutting grass at the properties identified on the list attached hereto and made a part hereof.
- 18. Order to set public hearing on January 7, 2024 at 6:00 p.m., to determine whether or not that certain parcel of real property owned by Johnie Jenkins Estate and located at 120 Jenkins Quarters, Pearl, Rankin County, is in such a condition or state as to be unsightly and unkept or otherwise a menace to public health and safety of the community, and therefore prohibited, pursuant to Chapter 24 of the Code of Ordinances of the City of Peal, Mississippi and Section 21-19-11 of Mississippi Code of 1972, as Amended
- 19. Order to set public hearing for January 7, 2025, at 6:00 p.m. to determine whether or not a Conditional Use permit should be granted to Gafer Algumel to allow him to operate a tire and alignment shop on the property located at 3698 Highway 80 E.
- 20. Order to adopt a Resolution accepting the bid of Thornton Construction Company, Inc. for the Southeast Sanitary Sewer Improvements-Airport Road project, finding that the conforming bid of Thornton Construction Company, Inc. is the lowest and best bid in the amount of $3,255,970.00, and that the contract should be and is hereby awarded to Thornton Construction Company, Inc. and to authorize Mayor Windham to sign all related documents.
- 21. Order to adopt a Resolution accepting the bid of Suncoast Infrastructure, Inc. for the Citywide Sewer Rehabilitation, finding that the conforming bid of Suncoast Infradstructure, Inc. is the lowest and best bid in the amount of $1,512,040, and that the contract should be and is hereby awarded to Suncoast Infrastructure, and to authorize Mayor Windham to sign all related documents.
- 22. Order to adopt a Resolution to approve the Memorandum of Understanding between the Mississippi Transportation Commission and the City of Pearl to address the need for improvements and modifications to traffic signals along the State Highway System within the City limits, and to enhance safety and reliability through an active traffic management program as a part of the “Active Traffic Signal Operations in Metro Jackson (MACTS Ops) project.
- 23. Order to authorize and approve payment of Pickering Invoice for $14,865 on the MPO Raised Medians Project (70% MDOT reimbursed).
- 24. Order to authorize and approve Amendments 1 & 2 of the Professional Services Agreement between the City of Pearl and Pickering Firm, Inc. on the MCWI Sewer projects: Grandview, SE Sewer-Airport Road, and Citywide Sewer Rehabilitation in order to comply with the US Treasury’s 2 CFR Part 200, specifically the Byrd-Anti-Lobbying Amendment, and a General Provision on Contract Termination, and to authorize Mayor Windham to execute the same.
- 25. Order to authorize and approve the Memorandum of Understanding to memorialize an agreement to obligate the Municipality’s ARPA State and Local Fiscal Recovery Funds (“Funds”) on the Grandview Heights Sewer Rehabilitation Project (37), for those purposes set forth in the Subaward Agreement between the City of Pearl and the Mississippi Department of Environmental Quality, and to authorize Mayor Windham and Alderman Stovall to execute the same.
- 26. Order to adopt a Resolution finding that the certain items identified on the attached list, submitted by Pearl Police Dept., which is incorporated herein by reference, as surplus, and to approve the disposal and/or sale of each item as required by law.
- 27. Order to approve and authorize the police officers identified on the proposed part-time work schedule for November/December 2024, which is attached hereto and made a part hereof, the use of the official Pearl Police Department uniform and official Pearl Police Department duty weapon and finding that the proposed employment is not likely to bring disrepute to the City of Pearl, or the Pearl Police Department, the officers at issue, or law enforcement generally, and that the use of the official uniform and weapon in the discharge of the officer’s private security endeavor promotes the public interest of the City of Pearl.
- 28. Order to approve and authorize the purchase of (20) Body Armor Plates from Shellback Tactical in the amount of $5,999.80 for the Police Dept. (quotes obtained)
- 29. Order to approve and authorize a mandatory employee staff meeting on December 19, 2024, and thereat to provide lunch for all employees.

- 1. Consider adopting an Ordinance for a temporary Moratorium of the residential subdivision development and the approval of preliminary plats or other development plats or final plats for any subdivision in any R-1, R-2, R-3, or Rezoning district in the City of Pearl.
- 2. Consider request by Keith Dean for a conditional use permit to allow him to build and operate a funeral home and crematory at the property located at Parcel#E08A-4-10, Business Center Parkway.
- 3. Consider request by Abe Nemati for a conditional use permit to allow him to have outside storage to sale new Top Hat utility trailers in a C-2 Zoning District at the property located at 3606 Highway 80 E.
