Main Street and the creation of one (1) new Class “F” liquor license for Akshar Liquor, Inc. d/b/a Royal Liquors & Wine Shop, at 594 S. Main Street, under new ownership. (DISTRICT #1)

- E. PC 26-14: 352 N. Broadview The petitioner, Manco Home Builders, Inc., is requesting approval to split a large, single lot into two (2) smaller lots with variations in lot width and corner side year setback. (DISTRICT #1)
- F. PC 26-16: 144 Eisenhower Lane North - Learning Center The petitioner requests the Village grant a conditional use, to allow for a Learning Center (athletic training facility) within the I Limited Industrial District. (DISTRICT #3)
- G. ZBA 26-02 - 742 S. Lombard Avenue The petitioner requests that the Village approve a variation from Section 155.407(F)(2) to allow a second story addition to encroach into the corner side yard setback at seventeen feet (17’) where twenty feet (20’) is required on the subject property located in the R2 Single-Family Residence District. - H. Sanitary Closed-Circuit Television (CCTV) Inspection and Cleaning, Final Balancing Change Order No. 2 Reflecting a decrease to the contract with SewerTech LLC in the amount of $54,838.57. This Change Order reflects the reconciliation of all contract quantities. (DISTRICTS #1, #2, #3, #4 & #6)
- I. Resolution to Renew a Contract with Urban SDK for Five (5) Years to Provide Traffic Analytics Services The Police Department is seeking board approval to renew its agreement with UrbanSDK for traffic analytics software services. The Department is currently operating under a one (1) year agreement expiring on November 10th, 2025. The cost of the 5-year renewal agreement will be as follows: Year 1 - $25,235, Year 2 - $25,992, Year 3 - $26,772, Year 4 - $27,575,Year 5 - $28,402 for a total cost of $133,976 over the five years.
- I-2. Downtown Gateway Project Award of a contract to Landmark Contractors, Inc., the lowest responsible bidder of four (4) bids received, in an amount not to exceed $318,000.00. The Village developed a bid document that sought pricing for each portion of the project (east and west side). This contract would be for the west side only at this time. The gateway elements to be installed on the southwest corner will replace the existing "volunteer plaza" and will serve as a focal point for the downtown. (DISTRICTS #1 & #4)

- J. Cleaning Contract, Village Hall and Public Works Department Request for a waiver of bids and award of a contract to Advanced Cleaning Systems, Inc. This is for a three-year contract for FY2027 ($38,504.04), FY2028 ($39,429.24) and FY2029 ($40,382.04). Advanced Cleaning Systems, Inc. is the current provider of cleaning services for the Village and has offered to honor the Northern MPI contract. This contract is for cleaning services for Village Hall and the Public Works Department and will expire December 31, 2029. (DISTRICT #6)
- K. Public Works, Streets/Electrical Department Break Room HVAC Request for a waiver of bids and award of a contract to Anchor Mechanical, Inc. in the amount of $23,428.81. This purchase and installation is for a new ductless mini-split HVAC system. (DISTRICT #6)

- L. Sidewalk and Curb Improvement Program Request for a waiver of bids and award of a contract to Globe Construction, Inc. in the amount of $50,000.00. This contract acts as a second contract to the contractor. The second contract enables us to handle the increased number of reported trip hazards that Public Works has been notified of this year, as well as concrete utility restorations and 5/0/50 sidewalk replacement applications. - A. PC 26-15: 19W040 22nd Street - Rezoning Request Approval of a Map Amendment rezoning the subject property to R1 Single-Family Residence District. The petitioner is requesting a waiver of first reading. (DISTRICT #3)
- B. BOT 26-01: 19w040 22nd Street - Annexation Agreement An Ordinance authorizing the execution of an annexation agreement. There is no redevelopment planned on the property; this would be an as-is annexation. Two-thirds of Corporate Authorities vote is required for approval (5 of 7) per 65 ILCS 5/11-15.1-3). Petitioner is requesting a waiver of the first reading. (DISTRICT #3)
- B-2. 800 E. Roosevelt Road - Noon Whistle Brewing Special Event Amending Title XI, Chapter 112, Section 112.18(B) of the Lombard Village Code with regard to alcoholic beverages, providing for the sale and consumption of beer in connection with a temporary event (Oktoberfest) on October 3, 2026, located at 800 E. Roosevelt Road. Staff requests a waiver of first reading. (DISTRICT #6)
