Contracts, awards, bids and purchase orders pulled from the official record of 1099 governments — who is spending, on what, and with which company.
Observed value is the sum of the figures stated on these records, not total government spending: an amendment usually restates the value of the contract it amends, so the same money can appear more than once. Treat it as the size of the record set, not a budget.
