Consider recommendations regarding the award of a Contract for Ortega Hill - N. Jameson Bike Connection, County Project No. 864054, State Project No. 0525000208, First District, as follows: (4/5 Vote Required) a) Approve the Project Plans and Specifications, on file in the Public Works Department Office, located at 123 E. Anapamu Street, Santa Barbara, CA 93101, for the construction of Ortega Hill - N. Jameson Bike Connection Project; b) Award the Construction Contract for the Ortega Hill - N. Jameson Bike Connection Project in the amount of $1,291,191.00 to the lowest responsible bidder, Toro Enterprises, Inc., PO BOX 6285, Oxnard, CA 93031, subject to the provisions of documents and certifications, as set forth in the specifications applicable to the Project, as required under California law; c) Approve and authorize the Chair to execute the Construction Contract, which has been reviewed and approved by County Counsel, Auditor-Controller, and Risk Manager, or their authorized representatives; d) Authorize the Public Works Director, or designee, to approve change orders for the Ortega Hill - N. Jameson Bike Connection Project for a contingency amount up to $81,560.00 plus an additional amount of up to $90,000.00 for supplemental work items, for a total not to exceed authorization amount of $1,462,751.00; e) Approve Budget Revision Request No. 1571 to increase Fiscal Year 2026 - 2027 appropriations of $462,751.00 in Capital Infrastructure Fund (Fund 0017) for Services and Supplies funded by Other Governmental Agencies and transfer appropriation of $1,000,000.00 from Intergovernmental Revenue-Other to Intergovernmental Revenue-State for State Grant; and f) After reviewing and considering the environmental effects of the Project as shown in the Final Environmental Impact Report (EIR) for the US101 HOV/EIR/EA State Clearing for the South Coast 101 HOV Lanes Project (05-SB-101-PM 1.4 to 12.3; 05-0N700; Project ID No. 0500000225 and SCH No. 2009051018), that was prepared and certified by Caltrans, the lead agency, on August 26, 2014, as well as the Revised EIR document, certified on October 27, 2017, and Addendum EIR/EA, certified on June 1, 2018, determine that no subsequent EIR or Negative Declaration is required for this Project and direct Staff to file the Notice of Determination.
