Consider recommendations regarding a Second Amendment to the Calle Real Water Loop Phase 2 Construction Contract, County Project 25014 (WD PRJ-000861), as follows: (4/5 Vote Required) a) Approve and authorize the Chair of the Board of Supervisors to execute a Second Amendment to Board Contract No. 24134 with Tierra Contracting, Inc. for the construction of the Calle Real Water Loop Phase 2 Project (Project) extending the contract Term from December 31, 2025 to March 31, 2026; and b) Determine that the Project continues to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302 of the State Guidelines for the Implementation of CEQA which consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and have substantially the same purpose and capacity as the structure replaced, and that a Notice of Exemption on this basis was approved by the Board on August 27, 2024 and filed.
