Consider recommendations regarding a Second Amendment to the Agreement for Services of Independent Contractor with Ernst and Young (EY) for Disaster Cost Recovery Consulting Services, as follows: a) Approve and authorize the Chair to execute a Second Amendment to the Agreement for Services of Independent Contractor with EY for disaster cost recovery services related to the February 2024 storms in the amount of $550,000.00 for a total contract amount not to exceed $2,050,000.00; and b) Determine that the proposed action is an administrative activity that does not involve commitment to any specific project, and therefore is not a project as defined by State California Environmental Quality Act Guidelines Section 15378 (b)(5).
