Consider recommendations regarding a First Amendment to the Agreement for Services of Independent Contractor with Ernst and Young (EY) for Disaster Cost Recovery Consulting Services, as follows: (4/5 Vote Required) a) Approve and authorize the Chair to execute an amendment to Agreement for Services of Independent Contractor with EY for disaster cost recovery services to increase funding in the amount of $544,000.00 for a total contract amount not to exceed $1,500,000.00; b) Approve Budget Revision Request No. 0009493 to establish appropriations of $350,000.00 for Fiscal Year (FY) 2023-2024 services and supplies funded by the Disaster Recovery fund balance; and c) Determine that the proposed action is an administrative activity that does not involve commitment to any specific project, and therefore is not a project as defined by State California Environmental Quality Act Guidelines Section 15378 (b)(5).
