Adopt a Resolution to Accept Tri-City Mental Health Services Act Funding for Hope for Home Crisis Shelter Operations and Amend FY 25-26 Operating Budget to Include Carryover Funds It is recommended that the City Council take the following actions: 1) Adopt the following resolution: RESOLUTION NO. 2025-86 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AUTHORIZING THE ACCEPTANCE OF $1,943,625 in MENTAL HEALTH SERVICES ACT FUNDING FROM TRI CITY MENTAL HEALTH CENTER TO OPERATE 71 CRISIS SHELTER BEDS AT THE HOPE FOR HOME HOMELESS SERVICES CENTER (H4H), CARRYING OVER $381,465 FROM FY 2024-25 TO FY 2025-26, AND INCREASING REVENUE ESTIMATES AND APPROPRIATIONS BY THE SAME AMOUNT 2) Approve the third amendment to the Tri-City Mental Health revenue/grant agreement. 3) Authorize the City Manager to execute all agreements, amendments, and any other documentation requested for acceptance of the award, distribution of the funding and operation of the Hope for Home Crisis Housing Program, subject to approval as to form by the City Attorney. 25-1600

Adopt a Resolution to Amend FY 2025-26 CIP Budget by Closing “Traffic Signal Pole Replacement - Citywide,” Project No. 428-2590-XXXXX-68579 and Reappropriating the Balance of Measure M Funds to “Garey Avenue Rehabilitation - Aliso Street to Monterey Avenue,” Project No. 428-2590-XXXXX-68573 It is recommended that the City Council approve the following actions: 1) Adopt the following resolution: RESOLUTION NO. 2025-84 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2025-26 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY CLOSING “TRAFFIC SIGNAL POLE REPLACEMENT - CITYWIDE,” PROJECT NO. 428-2590-XXXXX-68579 AND REAPPROPRIATING THE BALANCE OF MEASURE M FUNDS, IN THE AMOUNT OF $441,106, TO “GAREY AVENUE REHABILITATION - ALISO STREET TO MONTEREY AVENUE,” PROJECT NO. 428-2590-XXXXX-68573 2) Approve a First Amendment to the construction contract (awarded by City Council on October 21, 2024) with Gentry Brothers, Inc. to increase the contract price by $1,731,887, for a total contract price of $10,040,634, to add Additive Alternate No. 3 to the scope of work; and 3) Find that the project referenced above is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(c) and that the proposed project will not have a significant effect on the environment; and 4) Authorize the City Manager, or designee, to execute the contract amendment and any subsequent change orders on behalf of the City. 25-1511

Approve Pomona Choice Energy Peak Demand Response Incentive Program It is recommended that the City Council take the following actions: 1) Approve Pomona Choice Energy Peak Demand Response Incentive Program; and 2) Authorize the City Manager, or designee, the authority to negotiate and execute all contracts and policies, if applicable, on behalf of the City, with City Attorney approval. 25-1580

Approve the Purchase of Specialized Trucks, Utility Trucks, and Equipment for the Water Resources Department It is recommended that the City Council take the following actions: 1) Approve the purchase of four (4) Ford Lightning pickup trucks in the amount of $292,963 from Transwest Truck Centers, piggyback price extended via City of Ontario awarded bid #1718; 2) Approve the purchase of two Ford F350 utility trucks, one Ford F-550 Gate Valve Utility truck, and one Ford F-750 Dump truck in the amount of $659,776 from PB Loader, utilizing Sourcewell contract #96675; 3) Approve the purchase of one Easement Machine in the amount of $116,458 from Sewer Equipment, utilizing Sourcewell contract #12207-SCA; and, 4) Approve the purchase of one Backhoe Loader in the amount of $160,163 from Coastline Equipment, utilizing Sourcewell contract #011723-JDC. 25-1597

Adopt a Resolution Accepting a Federal Environmental Protection Agency Grant and Amending the Design/Build Well 34 Groundwater Treatment Plant CIP Project Budget; and, award of a Design-Build contract to RC Foster It is recommended that the City Council take the following actions: 1) Adopt the following resolution: RESOLUTION NO. 2025-100 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, ACCEPTING A FEDERAL ENVIRONMENTAL PROTECTION AGENCY (EPA) GRANT AND AMENDING FY 2025-26 CIP BUDGET BY INCREASING REVENUE ESTIMATES AND APPROPRIATIONS BY A TOTAL OF $1,600,000 OF U.S. EPA GRANT FUNDING AND APPROPRIATIONS BY $500,000 FROM WATER FUND BALANCE TO THE “WATER TREATMENT - VOLATILE ORGANIC COMPOUND TREATMENT PLANT”, PROJECT NO. 528-2590-XXXXX-95087 2) Approve entering into an agreement with RC Foster Corp. for design-build services for the “Water Treatment - Volatile Organic Compound Treatment Plant”, Project No. 528-2590-XXXXX-95087 in the amount of $4,091,377; and, 3) Authorize the City Manager, or designee, to execute an agreement with RC Foster Corp. on behalf of the City and any subsequent documents or amendments, subject to approval as to form by the City Attorney. 25-1603

Request to Establish a Compassionate Fund to Assist Families Impacted by Federal Immigration Activities It is recommended that the City Council take the following actions: 1) Discuss establishment and City funding for a Compassionate Fund to assist families impacted by Federal immigration enforcement activities; and, 2) Direct staff to bring back an appropriation and/or a contribution from respective City Councilmember’s discretionary Fiscal Year (FY) 2025-26 General Fund Budgets for future Council action to seed and support the establishment of a Compassionate Fund; and, 3) Direct staff to identify an organization to administer the Compassionate fund and related activities. 25-1607

Public Hearing to Consider an Appeal of Historic Preservation Commission Decision for a Determination of Historic Significance for a Colonial Revival Bungalow Located at 1060 West Mission Boulevard (Case Files: DHS-000357-2025, APL-000475-2025) It is recommended that the City Council take the following actions: 1) Conduct a public hearing and receive public testimony; and 2) Uphold the decision of the Historic Preservation Commission and adopt the following Resolution: RESOLUTION NO. 2025-99 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, DENYING APPEAL REQUEST FOR DETERMINATION OF HISTORICAL SIGNIFICANCE (DHS-000048-2025) AND UPHOLDING HISTORIC PRESERVATION COMMISSION’S DECISION DETERMINING THAT THE COLONIAL REVIVAL BUNGALOW LOCATED AT 1060 WEST MISSION BOULEVARD (APN: 8342-019-010) IS HISTORIC 25-1578

Adopt a Resolution to Amend the FY 2025-26 Operating Budget and Award a Professional Services Agreement to Volunteers of America of Los Angeles It is recommended that the City Council take the following actions: 1) Adopt the following resolution: RESOLUTION NO. 2025-85 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA AMENDING THE CONSOLIDATED PLAN, FISCAL YEAR (FY) 2025-26 ANNUAL ACTION PLAN, AND FY 2025-26 CITY OPERATING BUDGET TO REALLOCATE $200,000 IN EMERGENCY SOLUTIONS GRANTS, RAPID UNSHELTERED SURVIVORS HOUSING (ESG-RUSH) FUNDS FOR RAPID RE-HOUSING ACTIVITIES 2) Award a Professional Services Agreement to Volunteers of America of Los Angeles (VOALA) in the amount of $200,000; and, 3) Authorize the City Manager, or designee, to execute all contracts, amendments and any other documentation requested for administering grant funds, subject to approval as to form by the City Attorney. 25-1581
