2 The Board of Supervisors welcomes you to its meetings, which are regularly scheduled each Tuesday. Your interest is encouraged and appreciated. Meetings are held in the Board Chambers located on the first floor of the Monterey County Government Center, 168 W. Alisal St., Salinas, CA 93901. As a courtesy to others, please turn off all cell phones and pagers prior to entering the Board Chambers. ALTERNATE AGENDA FORMATS: If requested, the agenda shall be made available in appropriate alternative formats to persons with a disability, as required by Section 202 of the Americans with Disabilities Act of 1990 (42 USC Sec. 12132), and the federal rules and regulations adopted in implementation thereof. Individuals with a disability requiring a modification or accommodation, including auxiliary aids or services, in order to participate in the public meeting may make these requests to the Clerk of the Board Office. CEREMONIAL/APPOINTMENTS/OTHER BOARD MATTERS: These items may include significant financial and administrative actions, and items of special interest, usually approved by majority vote for each program. The regular calendar also includes “Scheduled Items,” which are noticed hearings and public hearings. CONSENT CALENDAR: These matters include routine financial and administrative actions, appear in the supplemental section by program areas, and are usually approved by majority vote. In order that all interested parties have an opportunity to speak, please be brief and limit your comments to the specific subject under discussion. Time limitations shall be at the discretion of the Chair, with equal time allocated to opposing sides of an issue insofar as possible. Allocated time may not be reserved or granted to others, except as permitted by the Chair. On matters for which a public hearing is required, please note that a court challenge to the Board’s action may be limited to only those issues raised at the public hearing or in correspondence delivered to the Board at or before the public hearing. Consider any protests and objections to the report by property owners liable to be assessed for delinquent sanitation fees for County Service Area 75-Chualar; c. Adopt a resolution to: i. Confirm the report of delinquent sanitation fees for County Service Area 75-Chualar, as identified in “Report of 2023 Delinquent Fees County Service Area 75-Chualar”; and ii. Authorize the delinquent sanitation fees from 21 parcels totaling $15,713 including late penalty fees, as set forth in the confirmed report to constitute special assessments against the respective parcels of land to be collected at the same time and in the same manner as ordinary County ad valorem property taxes are collected; and d. 21. Approve and authorize the Director of Health Services or designee to execute on behalf of the County of Monterey standard agreements, and any amendments thereto, for continued funding from public and private local, State, and Federal agencies for designated programs that do not require a County match, regardless of award amount; and to sign standard subcontractor agreements not to exceed $200,000 associated with continued funding agreements for designated programs. Approve and authorize the Director of Health Services or designee to execute a non-standard Agreement between the County of Monterey and Steris Corporation for the purchase of new laboratory equipment, preventative maintenance, and extension of preventative maintenance for existing laboratory equipment, effective upon execution through June 30, 2028, for a total Agreement amount of $162,165; and b. Approve non-standard Agreement as recommended by the Director of Health Services; and c. Approve and authorize the Director of Health Services or designee to sign up to three future amendments where the combined amendments do not exceed 10% ($16,217) of the original amount and do not significantly change the scope, total not to exceed a maximum of $178,382. 23. a. Accept a Children’s Crisis Continuum Pilot Program (“CCCPP”) grant award, in the amount of $3,650,000 from the California Department of Social Services (CDSS), to assist in developing a highly integrated continuum of services designed to serve foster youth who are in crisis for a retroactive term of July 1, 2023 through June 30, 2028; and b. Authorize the Director of Health Services or designee to execute the Standard Grant Agreement, Number ALLOC-23-0004, between the County of Monterey (“County”) and the CDSS, for professional services to be performed by County, in the total amount of $3,650,000, for the retroactive term beginning July 1, 2023 through June 30, 2028; and c. Approve and authorize the Director of Health Services or designee to approve up to three (3) future amendments that do not exceed 10% of the original Grant Agreement amount ($365,000), do not exceed $4,015,000 in total, and do not significantly change the scope of services; and d. Authorize the Contracts Purchasing Officer or their designee to execute an Agreement with West Publishing Corporation for CLEAR Government Fraud Investigative Software, for the period retroactive to December 1, 2023 through May 31, 2029, in the maximum amount of $80,000; b. Accept non-standard contract provisions as recommended by the Public Defender; c. Approve and authorize the Contracts Purchasing Officer or their designee to sign up to three future amendments to this Agreement where the total amendments do not exceed 10% ($8,000) of the original Agreement amount and do not significantly change the scope of work, for a not to exceed revised maximum amount of $88,000. Approve and authorize the Chief Probation Officer to sign a Memorandum of Understanding (MOU) with the Superior Court of California, County of Monterey to continue the Pre-trial Services Program under SB129 effective July 1, 2024; and b. Approve and authorize the Chief Probation Officer to execute a Memorandum of Understanding (MOU) between the County of Monterey Probation Department (Probation) and Santa Rita Union School District (SRUSD), effective July 1, 2024 through June 30, 2025, where SRUSD is reimbursing Probation an amount not to exceed $234,614 for fiscal year (FY) 2024-2025 for collaborative campus-based services provided by Probation; and b. Authorize the Chief Probation Officer to sign up to three (3) future amendments to the MOU where each amendment does not exceed 10% ($23,462) of the FY 2024-2025 reimbursable amount and does not significantly alter the scope of services, for a not to exceed maximum reimbursable amount of $258,076 per fiscal year. 24-433 approved Pass

27. Approve and authorize the County Clerk/Recorder (CCR) to execute Amendment No. 1 to the Agreement (A-16002) with BMI Imaging Systems, Inc. (BMI), to provide a Digital Reel System Upgrade, for the term beginning September 1, 2022, through June 30, 2024, and adding $3,600 for a revised total agreement amount of not to exceed $51,320. 29. a. Approve and authorize the Contracts/Purchasing Officer or designee to execute a Countywide Service Agreement (Agreement) for custodial maintenance services with Impec Group, LLC, Karla’s Janitorial & Suppliers, LLC, UBM Enterprise, Inc., Universal Building Services & Supply Co., US Metro Group, Inc., Verde Clean LLC: Verde Facilities Services LLC, Fammo Cleaning Services, LLC, and Quality Cleaning Professionals on an as-needed basis, effective from the last date opposite the respective signatures with the County Contracts Purchasing Officer or designee signing last following the Board of Supervisors authorization through and including June 30, 2027, with the option to extend the Agreement for two additional one year periods through and including June 30, 2029, for an aggregate amount not to exceed $10,000,000; which do not significantly change the scope of work, b. Authorize the Contracts/Purchasing Officer or designee to execute similar additional Agreements, after one year, for such services with qualified contractors who meet minimum requirements and comply with the County of Monterey standard terms and conditions, with a term effective upon execution by the parties with the Contracts/Purchasing Officer signing last through and including June 30, 2027, with the option to extend any additional similar Agreements for two additional one year periods, for a total not to exceed maximum term through June 30, 2029 OR aggregate contract amount of $10,000,000; which do not significantly change the scope of work and, c. Authorize the Contracts/Purchasing Officer or designee to execute future amendments that do not exceed 10% ($1,000,000) of the original aggregate amount and which do not significantly alter the scope of services, for a total maximum not to exceed amount of $11,000,000 for all of the Agreements. 24-441 approved Pass
30. Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign Amendment No. 1 to Agreement No. A-14565 between the County of Monterey and Pacific Health Alliance (PHA) for Third-Party Administration (TPA) of the Provider Network of the County’s Self-Insured Dental Plan extending the term of the agreement through June 30, 2027, and changing the Scope of Services to remove the dental claims and COBRA administration services. 24-449 approved Pass

Approve and authorize the Auditor-Controller to increase FY 2023-24 Adopted budget revenues and appropriations in the Agricultural Commissioner’s Office Budget (001-2810-AGR001-8001) by $813,996, financed by unclaimed Gas Tax; (4/5ths Vote Required) and; b. Approve and authorize the transfer of up to $813,996 from the Agricultural Commissioner’s Budget (001-2810-AGR001-8001), to the Capital Projects (404-3200-PFP057-8845) for the Agricultural Commissioner Salinas Facility Development Project Number 8845 with review and approval from the CAO (4/5ths Vote Required). 24-451 approved Pass
