City Council members receive a monthly stipend of $500.00 by Charter for sitting as the City Council; and the Mayor receives an additional $100.00 each month as a part of the adopted budget and Resolution 2024-78. The members of the Parking Authority, the Public Financing and Economic Development Authority, and the Successor Agency to the Redevelopment Agency receive no compensation.

SUBJECT: Approval to Purchase Kubota Rubber Tracks Excavator from Garton Tractor, Inc., in the Amount of $87,236.58 as a New Equipment Purchase for the Water Department REPORT IN BRIEF Considers approving the purchase of Kubota Rubber Tracks Excavator and related necessary attachments from Garton Tractor - Merced for $87,236.58 utilizing the cost savings government procurement program (Sourcewell). The purchase of this new equipment will assist the Water Department in performing excavation work in confined and limited-access locations. RECOMMENDATION City Council - Adopt a motion: A. Waiving the City’s competitive bidding requirement as permitted by Merced Municipal Code section 3.04.210 and authorizing the purchase to be made with a cooperative purchase agreement through Sourcewell, a government procurement program; and, B. This purchase was included in the FY 26/27 budget as a vehicle replacement for the Water Division. RECOMMENDATION City Council - Adopt a motion: A. SUBJECT: Acceptance of Reimbursement from McLaren’s Insurance for the Frederick Douglass Park Playground and Black Rascal Creek (Columbia) Park Playground Destroyed due to Fire Damage, Approval of Appropriation in the Parks & Community Services CIP Fund 5000 in the Amount of $213,669, and Authorizing a Statement of Service with Park Planet in the Amount of $263,668.37 REPORT IN BRIEF Considers accepting and appropriating reimbursement from McLarens Property Insurance Company for the claim submitted to Alliant Property Insurance for fire damage incidents on July 18, 2023 at the Black Rascal Creek (Columbia) Park playground and on May 10, 2025 at the Frederick Douglass Park playground, approval to waive the competitive bidding requirements, and authorize a Statement of Service with Park Planet for playground installation. Approving a Statement of Services with Park Planet for the purchase and installation of two playgrounds for $229,276.84 plus 15% contingency for a not to exceed amount of $263,668.37; and, E.
