Make a finding that it is in best interest of County to suspend competitive bidding process consistent with Administrative Policy No. 34 for unusual or extraordinary circumstances as Professional Asbestos Removal Corporation, d.b.a. PARC Environmental, is the only vendor that meets requirements of asbestos and lead paint abatement, hazardous waste disposal, homelessness encampment cleanup, abatement services, and emergency response services; approve and authorize Chairman to execute a retroactive Agreement with Professional Asbestos Removal Corporation, d.b.a. PARC Environmental, effective July 1, 2025, not to exceed five consecutive years which includes a three-year base term and two optional one-year extensions, total not to exceed $4,675,000
