Health and Human Services Agency recommending the Board, acting as the Governing Board of the El Dorado County Area Agency on Aging (AAA): 1) Approve the Fiscal Year (FY) 2026-2027 Update to the 2024-2028 Area Plan on Aging (Area Plan), a plan that AAA is required to prepare and submit to California Department of Aging (CDA), identifying goals for service delivery that reflect the priorities of the Older Americans Act; and 2) Approve and authorize the Chair to sign the Transmittal Letter for submission of the FY 2026-2027 Update to the 2024-2028 Area Plan to the CDA. HEARING - To consider a recommendation for approval from the Planning Commission on Planning and Building Department, Long Range Planning Unit, proposed amendments to Chapter 130.36 of the Zoning Ordinance (Signs); and staff recommending the Board of Supervisors (Board) take the following actions: 1) Adopt the Addendum to the County 2015 Sign Ordinance Update Final Environmental Impact Report (FEIR), certified in July 2015 (State Clearinghouse No. 2014102001) demonstrating that the analysis in that FEIR adequately addresses the potential physical impacts associated with implementation of the amendments to Chapter 130.36 of the Zoning Ordinance (Signs), and these amendments in regards to digital signs would not trigger any of the conditions described in California Environmental Quality Act Guidelines Sections 15162 and 15164 calling for the preparation of a subsequent EIR or negative declaration based on the analysis prepared (Attachment A); and 2) Approve Ordinance 5268, adopting amendments to Title 130 of the El Dorado County Ordinance Code relating to limited use of digital signs in the El Dorado Hills Community Region (Attachments B and C). Planning and Building Department, Affordable Housing Unit, and the Department of Transportation recommending the Board: 1) Receive presentation on Policy B-14, Traffic Impact Fee Offset Program for Development with Affordable Housing Units, including a discussion on additional modifications to the Policy as recommended by the Affordable Housing Task Force and County Departments; 2) Recommend the Board approve and adopt the discussed revisions and edits to Board Policy B-14; 3) Direct staff to return to the Board with final edits to the Policy; and 4) Direct staff to work with the Chief Administrative Office to revise the Policy B-14 Procedure Manual based on the adopted revised Policy.
