- 2. Submitting the appointment of Gregory McClain for confirmation of a five-year term as Civil Rights Director.
- 3. Recreate the 1.0 FTE position #779 of Accounting Technician 3 (CG20, R16) as an Accountant 1 (CG18, R06) and reallocate the employee to the new position.
- 4. Recreate the 1.0 FTE position #4782 of Civil Technician 2 as a GIS Specialist 2.
- 5. Delete the classification of Parking Division Director from CG18, R17 in the salary schedule and recreate the classification in CG18, R19. Recreate position #1275 as Parking Division Director in CG 18, Range 19 and reallocate the employee.
- 6. Approving a loan of up to $400,000 to MTZ Charitable Organization, Inc., or an affiliate LLC, from the Community Facilities Loan Program to help finance the construction of The Family Life Center to be located at 2019 Fisher Street; and authorizing the Mayor and City Clerk to sign an agreement for that purpose. - 7. Authorizing the City’s acceptance of a Permanent Limited Easement for Public Pedestrian Trail Purposes from the Mary Ann McKenzie Legacy Trust over and across a portion of the property located at 3105 Woods Road in the Town of Verona, Wisconsin to extend the Ice Age National Scenic Trail.
- 8. Authorizing the Finance Director to execute a contract amendment with ClearGov, Inc. to add software modules for capital budgeting and financial reporting
- 9. Authorizing a MOU between the City of Madison, the Boys and Girls Club of Dane County, and Wisconsin Youth Company to establish a Community Resilience Hub Network.
- 10. Authorizing Business Associate Agreements between the City of Madison Fire Department and Business Associates for EMS ride-along programs to ensure HIPAA law compliance.
- 11. Authorizing a non-competitive goods and services contract with Johnson Controls Building Solutions LLC, for building automation control upgrades services.
- 12. Authorizing a non-competitive service contract with ParkMobile, LLC for additional application-based meter payment services.
- 13. Authorizing the Negotiation and Execution of a Three-Party Contract with Walker Consultants, Inc. and the Wisconsin Department of Transportation for Curb Management Planning Services (Citywide).
- 14. Approving the schedule of Special Charges for the State Street Mall/Capitol Concourse for 2025/26 Maintenance Charges. (District 2, District 4, and District 8)
- 15. Accepting Wisconsin Department of Health Service donations of naloxone (Narcan) and fentanyl test strips for overdose prevention for the Police Department’s Madison Area Recovery Initiative (MARI) and Patrol
- 16. Authorizing the Traffic Engineering Division to accept a federal grant for $96,648 to maintain a safety education program and authorizing the Mayor and City Clerk to enter into the grant contracts and State/Municipal Agreements with Wisconsin Department of Transportation. (Citywide)

- 18. Adopting the City of Madison Safe Routes to School Strategic Plan (Citywide).
- 19. Authorizing the execution of a Memorandum of Understanding with the National Railroad Passenger Corporation (Amtrak) to accept $35,000 for passenger rail modeling work and amending the Transportation Department’s 2026 Capital Budget (Citywide).
- 20. Authorizing the acceptance of a grant for $250,000 from the Wisconsin Economic Development Corporation (WEDC) Idle Sites Redevelopment Grant program, authorizing contracts with WEDC and OM Station LLC for the use of the funds and amending the 2026 Adopted Operating Budget for Economic Development Division - Office of Business Resources’ purchased services. (District 12)
- 21. Amending the 2026 Engineering-Bicycle & Pedestrian Capital Budget to transfer existing budget from the Sidewalk Program to the Hermina-Starkweather Creek Ped Bridge project. (District 15)
- 22. Authorizing the Parks Division to submit, and if awarded, amend the Parks Division’s Capital Budget and accept a grant of up to $2,300,000 from the Outdoor Recreation Legacy Partnership program for the implementation of the James Madison Park Master Plan. (District 2 and District 6)

Amending the 2026 Police Department operating budget; and authorizing the Mayor to accept, if awarded, a USDOJ Office of Victims of Crime three-year grant for $500,000 to embed a crime response specialist within the Investigative Services Section, coordinate activities and services with the Crime Response Program of the Dane County District Attorney’s Office Victim Witness Unit, and meet the need to protect victims by restabilizing their safety and security options, improving victims’ ability and openness to cooperation and participation in the investigative process and criminal justice system
- 24. Amending the 2026 Police Department operating budget; and authorizing the Mayor and Chief of Police to accept a USDOJ COPS Office Law Enforcement Mental Health and Wellness Act grant for $250,000 to provide Department-wide wellness and resiliency services, and Peer Support Team training.

- 35 Staff will provide an overview presentation on the 2027 executive capital budget, followed by budget briefings. The following agencies will present on Monday, September 14: Administration: Finance, Information Technology, Mayor's Office, Zoo Public Spaces: Library, Monona Terrace PCED: Planning Public Safety: Fire, Police The remaining agencies will present on Tuesday, September 15.
