3. 3 The March 3, 2026 Safety and Working Conditions Study Committee meeting will be a hybrid meeting. Members of the public can either attend in person or virtually via Zoom. The public can attend in person at Room 351, City-County Building. The public can access the meeting virtually with the Zoom application or by telephone. 4. 4 PROCESS TO PROVIDE PUBLIC COMMENT: IN PERSON: Any members of the public wishing to register to speak on/support/oppose an agenda item can register in person at the meeting using paper registration forms. IT IS HIGHLY ENCOURAGED TO REGISTER VIA THE ZOOM LINK ABOVE EVEN IF YOU PLAN ON ATTENDING IN PERSON. In person registrations to provide public comment will be accepted throughout the meeting. VIRTUAL: Any members of the public wishing to register to speak on/support/oppose an agenda item MUST REGISTER USING THE LINK ABOVE (even if you plan to attend using your phone). 14. 12 Joshua Cotillier shared online matrix and training available w/ NeoGov. Currently 7 required by NeoGov, wanting to add more. AED, Fire Extinguisher Safety, 1st Aid & CPR, Active Threat, HAZCOM, Walking Surfaces, Lifting/Carrying Safety, Ergonomics, Severe Weather, Workers' Comp. Comment by Brian Tuescher that Discrimination Training online be broken into two sessions. One hour and 45 minutes is too long. Comment by Jennifer Fischer on home visit de-escalation training? Alex Dudek responded that there are 3 different work groups that have home visit concerns.

20. 16 Lengthy discussion on determination of essential vs. non-essential employee determination is made. An explanation of the process of how shutting down County operations is determined. Charles Tubbs explained Emergency Mgmt.'s role and how notification is sent to Department Heads. Sources include National Weather Service. Joshua Cotillier asked what other municipalities use as their protocols. Charles Tubbs to get back to group with his findings. A lengthy discussion was had on who and how shutdown notifications happen during weekend and holidays when other non-essential departments are not working? Lengthy discussion was held on concern for pay inequities for some people getting paid different rates for reporting in hazardous weather conditions and others not receiving a pay increase. Telecommuters are expected to work when non-telecommuters get paid for performing no work.
