3. 3 The 3/5/2026 Community Block Development Grant (CDBG) Commission - Application Review Team (ART) meeting will be a hybrid meeting. Members of the public can either attend in person or virtually via Zoom. The public can attend in person at the Dane County Job Center, 1819 Aberg Ave., Room F120 (enter doors at 1801 Aberg Ave.). The public can access the meeting virtually with the Zoom application or by telephone. 11. 9 Cindy Grady gave a brief presentation on the draft 2025 CDBG/HOME Consolidated Annual Performance Evaluation Report (CAPER). The CAPER provides a snapshot of the prior year’s outcomes and spending; and 2025 is the first year of the 5-year Dane County CDBG/HOME Consolidated Plan. The CAPER will help to guide the following year’s funding priorities in order to stay on track in meeting the Consolidated Plan goals. The final draft of the CAPER will be presented at a public hearing at the March 17, 2026, CDBG Commission meeting.

15. 12 Cindy Grady gave an overview of the draft project areas and RFP funding priorities for 2027 CDBG and HOME grant programs. This is based on the 2025 outcomes, as well as how funding was allocated in 2026.

19. 15 Baltazar De Anda Santana gave a brief overview of the CDBG PRO Housing RFP draft, describing the RFP’s purpose, elements of the RFP, requirements to apply, and funding amounts. A CDBG PRO Housing Informational webinar for municipal staff will be held March 11.

23. 18 Baltazar De Anda Santana and Caleb Odorfer presented the CDBG PRO Housing RFP evaluation criteria, explaining the scoring rubric and guidance for CDBG-ART members to use while reviewing applications for this RFP. Discussion among CDBG-ART members and staff followed, and Caleb Odorfer explained that, for the next agenda item, voting for the approval of the evaluation criteria would be for the general structure of the criteria, and that some language needs to be updated and clarified based on this discussion.
