  3. 3 The 3/17/2026 Community Block Development Grant (CDBG) Commission meeting will be a hybrid meeting. Members of the public can either attend in person or virtually via Zoom. The public can attend in person at the City-County Building, Room 351. The public can access the meeting virtually with the Zoom application or by telephone.   4. 4 PROCESS TO PROVIDE PUBLIC COMMENT: IN PERSON: Any members of the public wishing to register to speak on/support/oppose an agenda item can register in person at the meeting using paper registration forms. IT IS HIGHLY ENCOURAGED TO REGISTER VIA THE ZOOM LINK ABOVE EVEN IF YOU PLAN ON ATTENDING IN PERSON. In person registrations to provide public comment will be accepted throughout the meeting.   8. 7 Cindy Grady reported on the 2025 CDBG/HOME Expended Funds Report, which is a snapshot of the CDBG & HOME expenditures for contracted agencies for the entire 2025 year. Most contracts were fully expended. Ms. Grady also explained that any returned funds from agencies (“Amount Relinquished”) are utilized for upcoming years, as our CDBG and HOME grants are seven years.

  12. 10 Commissioner Kathy Kamp, Chair of the CDBG - Application Review Team (ART), and Baltazar De Anda Santana provided updates on behalf of the ART, based on the 3/5/2026 CDBG ART meeting. Mr. De Anda Santana also described recent CDBG PRO Housing RFP outreach efforts the CDBG Unit has engaged in and the CDBG PRO Housing Application Evaluation Criteria, and answered questions from Commissioners about these topics.

  19. 16 Ms. Grady presented highlights of the draft 2025 Consolidated Annual Performance & Evaluation Report (CAPER), and the 2027 CDBG/HOME RFP funding categories for the 2027 Annual Action Plan. The CDBG Team reviewed the 2025 data and outcomes from the CAPER, as well as the goals identified in the 5-year Consolidated Plan, in order to determine the project areas and priorities for the 2027 RFPs and Annual Action Plan. Ms. Grady answered questions from Commissioners regarding timelines, and the impact of numbers reported in the CAPER.
