- 3 The 4/21/2026 Community Block Development Grant (CDBG) Commission meeting will be a hybrid meeting. Members of the public can either attend in person or virtually via Zoom. The public can attend in person at City-County Building, Room 351. The public can access the meeting virtually with the Zoom application or by telephone. - 4 PROCESS TO PROVIDE PUBLIC COMMENT: IN PERSON: Any members of the public wishing to register to speak on/support/oppose an agenda item can register in person at the meeting using paper registration forms. IT IS HIGHLY ENCOURAGED TO REGISTER VIA THE ZOOM LINK ABOVE EVEN IF YOU PLAN ON ATTENDING IN PERSON. In person registrations to provide public comment will be accepted throughout the meeting. VIRTUAL: Any members of the public wishing to register to speak on/support/oppose an agenda item MUST REGISTER USING THE LINK ABOVE (even if you plan to attend using your phone). Virtual registrations to provide public comment will be accepted until 30 minutes prior to the beginning of the meeting. - A. Call To Order & Roll Call
- 5 Cindy Grady reviewed the information in the 2027 CDBG/HOME RFP & Applications Process Updates document. She noted that each year the staff make minor changes to the RFPs and the application process; however, there are some notable updates for the 2027 process. Ms. Grady highlighted these updates, which included: maximum funding availability per RFP/Project Area; maximum amount per application; evaluating applications within the same project area; funding highest ranking applications at their full allowable amount requested; eliminating applicant interviews; and categorizing applications as ineligible if the agency has certain levels of unexpended funds by July 1, 2026. In addition, Ms. Grady explained that the funding allocations per project area are estimates when planning for the 2027 grant awards. She noted that these amounts are subject to change next year when Dane County receives its 2027 CDBG/HOME grant awards from HUD.

- 7 Ms. Grady presented the 2027 CDBG/HOME Application Evaluation Criteria. The CDBG Application Review Team (ART) will utilize the evaluation criteria when reviewing and scoring the applications submitted in the RFP process. Evaluation criteria slightly changes each year to reflect the questions in the RFPs. The 2027 RFPs and Evaluation Criteria are much more condensed and straight-forward, therefore reducing the amount of information that the applicants need to submit.
