- 3 The 6/2/2026 Community Block Development Grant (CDBG) Commission meeting will be a hybrid meeting. Members of the public can either attend in person or virtually via Zoom. The public can attend in person at the City-County Building, Room 351. The public can access the meeting virtually with the Zoom application or by telephone. - 4 PROCESS TO PROVIDE PUBLIC COMMENT: IN PERSON: Any members of the public wishing to register to speak on/support/oppose an agenda item can register in person at the meeting using paper registration forms. IT IS HIGHLY ENCOURAGED TO REGISTER VIA THE ZOOM LINK ABOVE EVEN IF YOU PLAN ON ATTENDING IN PERSON. In person registrations to provide public comment will be accepted throughout the meeting. VIRTUAL: Any members of the public wishing to register to speak on/support/oppose an agenda item MUST REGISTER USING THE LINK ABOVE (even if you plan to attend using your phone). - 8 The Dane County Board of Supervisors recently passed amendments to Chapters 6 and 15 of the County Code of Ordinances to require ethics training for all boards, committees, and commissions. The Ethics Training video was played at the meeting.

- 2. 2026 CDBG/HOME Annual Action Plan
- 13 Cindy Grady gave an overview of the 2026 CDBG/HOME Annual Action Plan (AAP), which will be submitted HUD on June 3rd. The 2026 Annual Action Plan is the required federal application to HUD, which will allow Dane County to receive the 2026 CDBG and HOME grant funding. Ms. Grady highlighted the goals summary table in the AAP, which shows how the 2026 CDBG and HOME funds will be allocated to each goal area from the 2025-2029 Consolidated Plan. The table also indicates the planned outcomes for the year, based on the information provided from the approved 2026 CDBG/HOME grant recipients.

- 3. CDBG PRO Housing Preliminary Funding Recommendations
- 16 CDBG PRO HOUSING PRELIMINARY FUNDING RECOMMENDATIONS
- 16 Commissioner Kathy Kamp gave an overview of the Application Review Team’s (ART) process to make preliminary funding recommendations for Phase 1 of the CDBG PRO Housing grants. There were five municipalities that applied for the CDBG PRO Housing grant funding in Phase 1, but one applicant was deemed ineligible. The ART reviewed and scored the four eligible applications and determined that all of them could receive their requested funding amount. Any funds remaining that were not awarded out in Phase 1 of this grant selection process will be reallocated for the next RFP. These preliminary funding recommendations will be finalized at the next CDBG Commission meeting, which is also a Public Hearing on the matter.
