3. 3 The 8/25/2026 Community Block Development Grant (CDBG) Commission - Application Review Team (ART) meeting will be a hybrid meeting. Members of the public can either attend in person or virtually via Zoom. The public can attend in person at City-County Building, Room 351. The public can access the meeting virtually with the Zoom application or by telephone. 5. 4 PROCESS TO PROVIDE PUBLIC COMMENT: IN PERSON: Any members of the public wishing to register to speak on/support/oppose an agenda item can register in person at the meeting using paper registration forms. IT IS HIGHLY ENCOURAGED TO REGISTER VIA THE ZOOM LINK ABOVE EVEN IF YOU PLAN ON ATTENDING IN PERSON. In person registrations to provide public comment will be accepted throughout the meeting. VIRTUAL: Any members of the public wishing to register to speak on/support/oppose an agenda item MUST REGISTER USING THE LINK ABOVE (even if you plan to attend using your phone). Virtual registrations to provide public comment will be accepted until 30 minutes prior to the beginning of the meeting. 9. 1. Review of 2027 RFP Process and Scoring Criteria
10. 8 Cindy Grady provided information on the CDBG/HOME 2027 RFP process and application scoring criteria, which was approved by the CDBG Commission earlier in the year. Funding priorities and project areas were created to be in line with the 5-year Consolidated Plan. The ART reviewed and scored all CDBG/HOME applications; and there was a consensus among members regarding the evaluations and responses. Ms. Grady presented the list of applicants, and the corresponding scores and rankings for each category. The ART assigned funding amounts to the agencies based on ranking and available projected funding. Members also developed contingencies for recommended funding levels, if there were to be an increase or decrease in the federal grant awards to Dane County. Ms. Grady noted that the CDBG team and procurement are investigating possible ineligible applications, and applications recommended for funding are contingent upon eligibility. If any applications are deemed ineligible for funding, they would be removed from the list, and the contingencies would be activated to determine the preliminary funding recommendations that are brought to the full CDBG Commission for approval.

15. 12 Chair Kamp indicated that one member of the ART was unable to review and score the applications, and therefore recommended that the alternate member’s application scores be included in the discussion.
