A motion may be considered to authorize the Mayor to execute on behalf of the City Council, as the elected legislative body with jurisdiction over the area in which the Salishan-Hillside Phase 1 project will be located, a certificate in substantially the form of the certificate on file with the City Clerk approving issuance of bonds for this project pursuant to the public approval provisions of Section 147(f) of the Internal Revenue Code.
