SUMMARY STATEMENT:RiverCities Transit received a request for grant matching funds to help support the Cowlitz-Wahkiakum Council of Governments (CWCOG) in their Washington State Department of Transportation Consolidated Transit Grant application to maintain the Regional Mobility Management Program.   2. <strong>SUMMARY OF STATEMENT:</strong><br>The Cowlitz Transit Authority (CTA) bylaws Section 5.3 states that the Authority shall hold a public hearing to solicit public comment on any change in transit service routes amounting to a change in excess of 20% of the total distance of any one route. Staff’s proposal regarding current service to Rainier, Oregon and extending local evening service meets this criterion.The proposed service changes will be published for comment on August 21, 2026.RECOMMENDED ACTION:Establish a public hearing to be held at the September 9, 2026 CTA Board Meeting to receive comments on the proposed service changes.

The estimated match funds requested of the CTA is $7,610,513.
