  1. A. BMX TRACK RECOMMENDATION<br><br>SUMMARY: The BMX track at Cloney Park has been identified as a significant liability concern in its current condition and manner of operation. The Washington Cities Insurance Authority (WCIA), the City's insurance and risk management authority, has raised concerns regarding the City's continued operation and maintenance of the track in its current form.Staff has also identified several challenges with maintaining the track to a standard appropriate for BMX use. The existing track material is not well suited for its intended use and contains numerous large rocks that can become exposed on the riding surface. In addition, the City does not currently have staff with the specialized technical expertise necessary to properly shape, inspect, and maintain a BMX track to the level expected for this type of facility.<br><br>Given the liability concerns identified by WCIA, the condition and composition of the existing track material, and the specialized maintenance requirements associated with BMX facilities, staff recommends removing the BMX track as an amenity at Cloney Park.<br><br>RECOMMENDED ACTION: Staff is seeking a recommendation from the Parks & Recreation Advisory Board regarding whether it supports removal of the BMX track. The Board's recommendation will be used to help determine the City's next steps for the site.STAFF CONTACT: Justin Brown, Parks & Recreation Director

DOG PARK RULESSUMMARY: Staff is proposing updates to the Dog Park Rules to simplify the language, reduce duplication, and provide clearer expectations for dog behavior, handler responsibilities, health and safety, leash requirements, cleanliness, prohibited activities, and incident reporting.The Cowlitz Off Leash Association (COLA) has requested that the rules also prohibit unaltered dogs from using the dog park. Staff is not recommending that addition. Similar restrictions are uncommon among dog parks in Washington, and the behaviors of concern, including aggression, mounting, bullying, and other unsafe interactions, are already addressed through the proposed behavior and control rules.<br><br>RECOMMENDED ACTION: Seeking a motion to recommend adoption of the proposed Dog Park Rules as presented.STAFF CONTACT: Justin Brown, Parks & Recreation Director
