- 26 Municipal Solar Power Purchase Agreement: RVA Solar 2050
- 27 Laura Thomas, Sustainability director, introduced Dawn Oleksy, Energy Program manager, who presented the proposed Municipal Solar Power Purchase Agreement, which would install solar systems on 39 city properties at no upfront capital cost. The project is expected to generate approximately five megawatts of renewable energy, provide an estimated $20 million in avoided electricity costs over 25 years, stabilize energy costs through fixed rates, and support clean-energy workforce development. Ms. Oleksy noted that each property will undergo additional structural, engineering, permitting, and electrical reviews, with leases canceled at no cost to the City if a site is determined to be unsuitable. The proposed agreement is based on a competitively procured contract used by other Virginia public entities, including Richmond Public Schools and the City of Roanoke.
