To request that the Chief Administrative Officer cause the Department of Economic Development to engage a consultant to work with the property owners and businesses in the Carytown neighborhood to establish a Business Improvement and Recruitment District [and to]; submit an ordinance setting forth the particulars of such District to the Council; and engage with property owners and businesses located within business corridors of the city of Richmond to discuss whether establishing a Business Improvement and Recruitment District would be beneficial to their economic futures.
