To amend the Code of the City of Richmond, 1985, by adding in Chapter 2, Administration, Article V, Boards, Commissions, Committees and Other Agencies, a new division numbered Division 9, consisting of sections 2-251 and 2-252, concerning the Mayor's Commission for the Disabled and its duties.
