To authorize Shockoe Bottom Farmers and Merchants Associ­ation to use the Farmers Market at 17th Street for a Halloween Festival, and to allow sale and consumption of alcoholic beverages (beer only) at said Farmers Market on Saturday, October 31, 1987, between the hours of 8:00 a.m. and dark of said day.
