To authorize the Church Hill Association to use Libby Hill Park for the Church Hill Fall Neighborhood Celebration "High on the Hog", to allow the sale and consumption of alcoholic beverages (beer), and to allow the preparation and sale of barbecue in said Libby Hill Park on Saturday, October 10, 1987, between the hours of 10:00 a.m. and 8:00 p.m.
