To declare that a public necessity exists for the construc­tion, operation and maintenance of permanent drainage facilities along the west right of way line of Covington Road, south of Media Road (Reedy Creek Improvements Phase VIII), and to authorize negotiations for the acquisition of the necessary easements, permanent and temporary, in property for the purpose.
