To close to public travel designated portions of certain streets, namely Chippenham Road, West Weyburn Road, Abbey Road, Arran Road, and Whitewood Road, for the purpose of the construction of the Parham-Chippenham Connector and in particular the construction of an interchange and bridge as part thereof; to maintain the right, title and interest of the City of Richmond in such closed portions of streets; and to provide for the effective date of closing upon written notice from the Virginia Department of Transportation.
