To amend the Code of the City of Richmond, 1985, by adding in Chapter 2, Administration, Article V, Boards, Commissions, Committees and Other Agencies, a new division numbered Division 8, entitled: "Advisory Board of Recreation and Parks", consisting of Section 2-250, to create such Advisory Board of Recreation and Parks under the permissive provisions of Section 16.06 of the Charter of the City of Richmond, Chapter 119, Acts of Assembly of 1986.
